Duties:

The following are the duties of this position at the GS-13.

If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.


As a PROGRAM ANALYST (STRATEGIC PLANNING), you will:

  • Perform indepth analyses of the various aspects of the TFF agencies' forfeiture practices, policies and specific highimpact forfeiture investigations.
  • Develop analytical products to inform the projection of patterns of TFF's future revenue and expenses and ongoing verification of assumptions.
  • Perform data manipulation, quantitative analysis and visual representation of the forfeiture program related data.
  • Participate in the development of EOAF's funding strategy and the formulation of cohesive, effective financial plans that support Treasury and Homeland Security priorities and enhance financial investigative capabilities.
  • Project changes in funding needs, revises cost estimates and assumptions for TFFfunded programs.

  • Must be U.S. Citizen or U.S. National.
  • A oneyear probationary period may be required.
  • Must successfully complete a background investigation.

Qualifications:


  • You must meet the following requirements by the closing date of this announcement.
  • Evaluating documentation for consistency or compliance with policies, guidelines, directives, and procedures;
    AND:
  • Analyzing issues related to civil or criminal forfeitures that may include investigations leading to forfeiture, disposition of forfeited properties, or distribution of proceeds;
    AND:
  • Researching policy in order to provide guidance and assistance to stakeholders;
    AND:
  • Program planning, business process improvements, or assisting project management teams;
    AND:
  • Conducting research or data collection then making recommendations based on research.
  • Evaluating documentation for consistency or compliance with policies, guidelines, directives, and procedures;
    AND:
  • Researching policy in order to provide guidance and assistance to stakeholders;
    AND:
  • Program planning, business process improvements, or assisting project management teams;
    AND:
  • Assisting with research or data collection then making recommendations based on research.
  • Reviewing correspondence, data, proposals, or policies then making recommendations;
    AND:
  • Preparing reports or written products

AND:

  • Assisting with research or data collection in order to make recommendations.

OR

You may substitute education for experience as follows:

  • Ph.
D. or equivalent doctoral degree;

OR
3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related.

OR
You may qualify based on the equivalent combination of education and experience.

  • Assisting with review of correspondence, data, proposals, or policies;
    AND:
  • Preparing reports or written products

OR

You may substitute education for experience as follows:

  • A masters or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related

You may qualify by a combination of experience and education.


Education:

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency.
