Position Description:


You will be part of a team providing the full range of acquisition management, program and project management, systems engineering, and financial management support services for a Department of Homeland Security (DHS) component Chief Information Officer (CIO) Program Management Office (PMO).

Support services include planning, execution, and deployment of Information Technology (IT) programs in accordance with DHS and Component Acquisition, Procurement and Systems Engineering Life Cycle (SELC) directives.


In this role you will:


  • Assist with the preparation of procurement documentation to include Statements of Work (SOW), Performance Work Statements (PWS) and Statements of Objectives (SOO), Acquisition Plan (AP), Market Research Report, Independent Government Cost Estimate (IGCE), and Information Technology Acquisition Review (ITAR) documents
  • Assist in the review of procurement related documentation to ensure compliance with Federal Acquisition Regulation (FAR), Homeland Security Acquisition Manual (HSAM), Department of Homeland Security (DHS) Management Directives and related policies
  • Perform cost analysis activities to prepare Independent Cost Estimates and Life Cycle Cost Estimates (LCCEs) to ensure program and project resource requirements are accurate and documented
  • Identify and collect cost data needed to prepare program cost estimates that represent meaningful projections of resource requirements
  • Identify resource gaps or deficiencies between program requirements and projected budget allocations

Qualifications:

To be successful in this role you will have:

  • Bachelor's Degree from an accredited college or university
  • At least five years' experience preparing procurement and acquisition documents to include Statements of Work (SOW), Performance Work Statements (PWS) and Statements of Objectives (SOO), Acquisition Plan (AP), Market Research Report, and Independent Government Cost Estimates (IGCE)
  • At least five years' experience developing Independent Cost Estimates for procurement actions
  • Experience collecting and analyzing data to assess the time, money, materials, and labor required to develop a cost estimate
  • Experience developing Life Cycle Cost Estimates (LCCE) to support acquisition programs
  • Proficient in Microsoft Office suite of products
  • Ability to obtain DHS Public Trust
  • Favorable suitability assessment as determined by USSS Security Management Division for access to USSS facilities and IT systems

Desired skills and qualifications:


  • Project Management experience related to the development, test, integration, implementation, and deployment of Information Technology (IT) projects
  • Knowledge and understanding of the Federal Acquisition Regulation (FAR)
  • Knowledge and understanding of the DHS Planning, Programming, Budgeting and Execution (PPBE) process
  • Knowledge and understanding of the DHS Life Cycle Cost Estimating Guide
  • Experience using cost estimating tools
  • Experience supporting a DHS Component or Headquarters in cost analysis and cost estimating
  • Certified Cost Estimator/Analyst (CCEA) Certificate
  • Federal Acquisition Certification in Contracting (FAC-C) Level I Certification or equivalent credential
  • Advanced Degree from an accredited college or university
