    Program / Department Summary

    General Position Summary

    The Team Leader (TL) is in charge of all operations and leading the overall agencys response to the countrys humanitarian and political crisis.

    The TL represents the agency in front of donors, civil society partners and government authorities to understand their own plans and capacities and feeds this information into HQ and works with the regional and operations teams to support ongoing programming and draw up program and operational options.

    In collaboration with regional teams, the TL effectively designs an overall country strategy while assessing and mitigating associated risks.


    The TL provides overall leadership, technical oversight, management and strategic vision for an ECHO funded award, while managing staff, partners and resources to ensure that the program meets its targets and deliverables on-time, on scope, and within budget.

    The Team Leader will supervise key program staff and ensure high program performance and quality.

    The TL will also be responsible for ensuring strict adherence to internal Mercy Corps policies and procedures as well as donor rules and regulations.

    They will

    keep clear communication within the agency ensuring that different HQ and regional teams are aware of the operations. They directly manage day-to-day activities of team members. The ideal candidate will ensure the right level of communications among key stakeholders involved.

    Essential Job Responsibilities

    Response Management

    • Lead overall efforts of current programming and provides guidance to team members. Leads on the information collection to design concept notes, proposal development, design of technical notes and collecting of information for institutional and private donors.
    • Contributes to the political and humanitarian situation analysis of the country that decides the overall agency footprint.
    • Oversee all aspects of design, monitoring, evaluation and learning, and ensure that all program aspects are documented and archived according to internal/donor requirements, in close coordination with the Program Performance and Quality Department.
    • BA/BS or equivalent in international studies, economics or other relevant field; MA/S preferred.
    • 5 to 7 years of relief and development program management experience, in emergency program management ideal with country and program start up experience.
    • Previous demonstrated experience or training in cash or voucher programming, preferred.
    • Demonstrated flexibility and creativity in planning and problem solving.
    • Proven ability to learn quickly, lead a program to achieve stated results and objectives.
    • Ability to effectively represent Mercy Corps and its interests to key stakeholders.
    • Experience working with local authorities, national and international NGOs preferred.
    • Good understanding of various donors, including ECHO, EC, GAC, BHA.
    • Effective verbal and written communication, multi-tasking, organizational and prioritization skills.
    • Knowledge of Sphere standards and other training in humanitarian response preferred.
    • Fluent English and Spanish required.

    Living Conditions / Environmental Conditions
    This position will be based in Caracas, Venezuela

    Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/TDY to a field posting.
