Project Analyst

Fort Belvoir, VA MUST:
Active Secret Clearance required
Experienced Project Analyst
6+ years of professional experience
1+ year of experience as a practicing analyst responsible for a functional area of an acquisition program

Experience in both Other Procurement Army (OPA) and Operation and Maintenance Army (OMA) funding for production and/or deployment phases of the acquisition process.

Experience in both R&D production and/or deployment phases of the acquisition process preferred.
Experience briefing through a variety of presentation methods (e.g. verbally, written correspondence, PowerPoint).
Familiar with financial databases (i.e., CCARS, GFEBS, DTS, ALTESS, AE2S, PMRT, LMP, Cprobe, PIEE, GT&C).

Bachelors Degree Required DUTIES:
Develop and lead spend plan baseline reviews, historical spend plan reviews and cost/schedule status report reviews

Analyze budget and programmatic information and data in relation to program objectives, budgetary constraints, to present BMD financial status, program accomplishments, long-term plans, and recommendations to meet financial requirements and budgetary constraints.

Assist with performing research and analysis to develop supporting documentation to include such items as programming, POM, Purchase Request Forms, and Business Management data calls task requirements in addition to preparing and submitting programmatic/budget data into designated acquisition and financial databases.

Provide expert advice in administering a complex annual budget, receiving, processing, and allocating funding as well as managing financial execution and preparing financial reports.

Review, update, and maintain the financial data necessary to track current and prior year acquisition program funding portfolios.
Familiar with financial databases

Update and/or design templates required to track program financial data/documentation (i.e., funding appropriated, obligated, and expended for each Program of Record, Quick Reaction Capability, and other applicable project efforts).

Conduct in-depth financial analysis of programmatic impacts resulting from proposed technical changes to systems, equipment, and components (e.g., acquisition strategies, contracting methodologies, programmatic schedule adjustments, etc.).

Provide execution data, analysis, and updates in support of mid-year, year-end and program reviews.

Work in conjunction with other financial analysts to research appropriate DoD fiscal laws, policies, guidance, regulations, statutes, and best practices to identify risks and develop alternative approaches to address assigned issues and challenges.

Provide financial oversight of contract deliverables.
Support the preparation and review of acquisition documentation, reports, and briefings.
