    The Air and Space Biosciences Division of the 711th Human Performance Wing within the Air Force Research Laboratory (711HPW/RHB) is looking for an outstanding Scientist/Engineer. The RHB Division needs to fill the DR-0801//0854/1515/0401-03/04, Scientist/Engineer - Position.

    The Lead Engineer/Lead Scientist is tasked with developing, consulting, and maintaining authorization for software solutions supporting DoD Biosciences initiatives. This role involves crafting software for internal research and developing new products for military operations, focusing on innovative software and architectural solutions.

    Duties include but are not limited to:
    • Act as a subject-matter expert in advising on Risk Management Framework (RMF) strategies and NIST security controls.
    • Lead in consulting and technical leadership roles, focusing on Cybersecurity project design, development, and implementation.
    • Build strategic relationships with technical teams and lead in cybersecurity strategies.
    • Collaborate with stakeholders to define government security solutions, ensuring compliance with NIST 800-53, DISA, and DoD policies.
    • Develop comprehensive security documentation and support systems throughout the RMF process.
    • Analyze and coordinate mitigation for vulnerability scans, penetration tests, and CSSP identified issues.
    • Foster knowledge sharing and collaboration; mentor team members to enhance their skills.
    • Provide technical assessments for hiring and advise on technology strategies for customer engagements.
    • Engage in industry events as a speaker and contribute to industry publications.
    • Managing software development environments / software factories, including software development processes, automated test, DevOps approaches and metrics / continuous improvement approaches and stakeholder expectations with clear communication.
    • Develop approaches for managing software development and experimentation teams within multiple, larger, multi-organizational software development and deployment pipelines.
    • Design for data protection and variable access control of large, heterogenous datasets.
    • Creation, Drafting and Maintaining Application Security and Development (ASD) STIGs.
    • Spearhead initiatives to meet compliance and security standards, advocating for best practices in DoD cybersecurity.
    • Drive innovation and strategic partnerships, maintaining a forefront position in cybersecurity solutions.
    • Encourage a culture of continuous learning, collaboration, and professional growth within the team.
    • Actively contribute to the broader cybersecurity community through thought leadership and industry participation.

    Required Qualifications
    • Flexible Length and Renewable Term Technical Appointments. This appointment type is used to appoint individuals who are not currently DoD civilian employees into any scientific, technical, engineering, and mathematic positions, including technicians, for a period of more than one year but not more than five years.

    • This is an Acquisition Professional Development Program (APDP) position and require a Level 2 certification (Practitioner). The selectee will have 36 months to meet APDP requirements or waiver must be obtained.

      SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year or 52 weeks of specialized experience equivalent to 1 grade below in the Federal service or equivalent in an alternate pay system.
    Desired Qualifications
    • 5 years in Information System Assurance/Cyber Security.
    • 1 year of Federal/DoD experience.
    • Eligibility for DoD/OPM Secret or Top-Secret Clearance.
    • Able to obtain DoDM DoDD M) IAT Level III or IAM Level II/III certification (e.g., CISSP, CISA, CISM, or equivalent).
    • Experience with designing/hardening/testing/maintaining secure AWS, Azure, Google government cloud environments, architectures and applications.
    • Experience with secure mobile apps and environments with cloud access.
    • Preparation, submission, remediation of RMF packages using eMASS, Xacta or similar cybersecurity management tools.
    • Experience successfully interfacing with internal and external customers, such as other ISSM, ISSO, ISSE, SCA, SCAR or Program Manager.
    • Certifications for C|EH, LPT, ECSA, ITIL, or similar equivalent.
    • Experience with current AI/ML techniques as applied to multimodal data sets to drive recommendation engines and alerting.
    • Experience with Security Technical Implementation Guides (STIGs)
    • Experience with Mobile Device Management (MDM) deployments
    • Experience with policies and permissions of Managed and Unmanaged mobile software applications
