SUMMARY


Individual will report to the Regional HSE Manager and will have immediate health, safety, environmental and security program related responsibilities for assigned Pipeline, Trucking, and Rail crude oil transportation assets.

Primary tasks include ensuring Safety and Security Programs and Environmental Regulatory Compliance, assisting with, and completing, IH monitoring, accident and incident investigation and reporting, internal and external auditing, and contractor oversight.

Act as liaison with governmental and regulatory agencies and any other agencies to ensure permit compliance and stay informed about permitting and regulatory issues.

Demonstrates a thorough knowledge of all local, state, and federal environmental regulations, issues and technologies associated with all environmental mediums, (i.e., water, waste, endangered species, etc.) This individual must establish and maintain effective working relationships with managers, supervisors, and employees.


ESSENTIAL FUNCTIONS

Additional responsibilities include:

  • Responsible for maintaining compliance with Local, State and Federal environmental (air, water, waste) regulatory requirements. Individual will assist with enhancement of environmental programs as assigned.
  • Responsible for sitespecific response plan (SPCC, FRP, Security etc.) reviews, updates and training.
  • Responsible for compliance with Remediation activities (inspection, sampling, reporting) to closure as required.
  • Actively support all activities related to the safe operation of pipelines and pipeline facilities, to include the review and updates to plans and systems as needed.
  • Support Operations with Federal and State/Local external inspections/audits (e.g. EPA, DOT, etc.) and internal assessments to include multimedia comprehensive audits and Maximo PM evaluations.
  • Responsible to manage, as assigned, incident/accident management activities, such as spill reporting, incident investigations, risk management and root cause assessments.
  • Participates in safety programs such as Management of Change (MOC), Industrial Hygiene (IH) monitoring, HSE Training Program, Plains Driver Safety program and other safety programs to support "Journey to Zero".
  • Active in the field with employees to coach and mentor on Plains' safety policies, programs and procedures.
  • Responsible for conducting and reporting on field safety evaluations (e.g. work permit reviews, program reviews, safety and environmental inspections).
  • Provide contractor safety oversight via safety assessments and onsite visits.
  • Maintain accurate electronic records to support compliance requirements (Maximo, Microsoft Windows Explorer).
  • Participation in industryspecific trade groups, listserves, etc to assist in keeping updated on regulatory updates.
  • Overnight travel is required, and this position must be available to respond to emergencies 24/7. This position is 75 percent of time in field 25 percent in office. _

KNOWLEDGE & SKILLs

  • Must have knowledge of local, State and Federal permitting practices/methodologies for new facilities, modifications to existing facilities, and maintenance of pipelines in sensitive environmental areas.
  • Knowledge of the following regulatory programs: NPDES, SWPPP, SPCC, and EPA remediation protocols.
  • Familiarity with GIS preferred.
  • Knowledge of rail operations is beneficial.
  • Familiarity with Maximo Asset Management software preferred.

EDUCATION / EXPERIENCE

  • Accredited Bachelors or Master's Degree in Safety, Environmental Science, Environmental Management or a related Technical discipline, or 5+ years field related experience.
  • Must be detail and taskoriented with the ability to work independently but also assist team members to accomplish shared goals.

  • Must participate in Plains Medical Surveillance and Drug and Alcohol program as required under OSHA's 29
