The LA County Board of Supervisors recently declared a local state of emergency for homelessness, and the County is working to revise and expand our response to help all who are affected.

We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use.

Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

Before the end of your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.
Those who successfully pass the assessment will be considered for permanent appointment to
Veterans Claims Assistant II.

DEFINITION

Provides advice and assistance to veterans and their dependents in securing rights and benefits under Federal, State or local legislation and assists in the preparation of claims for benefits.


CLASSIFICATION STANDARDS

Essential Job Functions:


  • Interviews homeless veterans and their dependents, advising and assisting them in establishing their rights to and filing claims for benefits, such as pensions, compensation, insurance, rehabilitation, education, hospitalization, medical care, and burial.
  • Advises and assists applicants by advising on all (i.e. local, state, and federal) benefits (i.e. compensation, pension, vocational rehabilitation, health care, home loan, burial, etc.); accurately completing prescribed Veterans Administration (VA) forms; electronically submitting all VA claims activities, documents, and supporting evidences; etc. in order to secure all VA benefits for the client.
  • Assists homeless veterans in presenting evidence to prove veterans' disability or preference rating.
  • Secures documentary evidence of births, marriages, and divorces of homeless veterans and their dependents.
  • Acts as liaison with other governmental or private agencies concerned with the welfare of homeless veterans and their dependents; refers homeless veterans and their dependents to other agencies for information or services.
  • Maintains records and prepares reports by accurately inputting data into VetPro; monitoring tickler reports, awards, and denials for accuracy; etc.; reviewing DVS 19, 20, 40, and MC reports; summarizing awards, denials; using a computer and appropriate software in order to receive reimbursement from the State of California in the form of subvention funding.
  • Submits appeals for unjust or incorrect decisions on claims by reviewing adverse rating decisions; advising the client on proper course of action/ next steps of appeals process; formulating arguments on behalf of the client; completing the prescribed forms; submitting appeals and additional evidence in a timely manner to the Department of Veterans Affairs in order to ensure the applicant obtains all VA benefits the applicant is entitled to by the Department of Veterans Affairs.

Requirements:


MINIMUM REQUIREMENTS

Option I: Two (2) years' experience as a veteran's service officer or equivalent with a governmental agency or with a veteran's organization accredited by the Veteran's Administration.

Option II: Two (2) years of college and one (1) year's experience in work concerned with veterans counseling in connection with job placement or filing of benefit claims.

Option III: One (1) year's experience as a Veterans Claims Assistant I.


You MUST meet at least one of the above requirements in order to be appointed to fill any vacancies related to this recruitment.


LICENSE

A valid California Class C Driver's License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.


PHYSICAL CLASS
II - Light. Light physical effort which may include occasional light lifting to a 10-pound limit, and some bending, stooping, or squatting. Considerable walking may be involved.
