    Jefferson County is seeking a Resident Engineer Manager with expertise in both engineering inspections and construction management to work with our Development & Transportation Division. This position has overall engineering and/or administrative responsibility for the design, compliance, development and administration of contracts, budgets, construction, and operation of multiple, major, multi-year construction improvement projects. This role prepares and monitors yearly section budget and project budgets, coordinating activities with other divisionsand leads high profile projects within the county. This position provides leadership and direction to other engineering staff that provide complete design plans for internal traffic and capital improvement construction projects for Road and Bridge, Open Space and the Airport. The Resident Engineer Manager prepares project analyses and written reports and represents the county on various inter-governmental teams and projects.

    The ideal candidate will be a CO registered Professional Engineer with prior experience with public sector engineering management, or a minimum of five years of experience, acting as the subject matter expert of CDOT's local agency requirements for construction management.     Schedule :

    This position has the option to work on either our four-day work week (Monday-Thursday), or a traditional 5-day workweek (Monday – Friday). This position operates in a hybrid capacity, with at least one in-office day. The successful candidate must have the ability to drive to various job site locations throughout Jefferson County.

    Compensation :

    Hiring Range: $105,000 - $125,250 USD Annual

    Essential Duties:

  • Plan and manage public works projects for the Transportation and Engineering Division including traffic engineering and operations, transportation planning, design and construction of capital projects, and inspection of public infrastructure. Perform management studies of department and division operations. Ensure adherence to federal, state and county regulations. Approve reports and plans.
  • Supervise the Engineering Inspections group through:
  • Public improvement inspections related to Land Development Regulations (LDR). Involves plan review, observation of road and drainage construction, repair punch lists, reduction of financial securities posted by developers, final acceptance and security release. Average development project duration is 5 to 7 years, from construction start to final acceptance, split among 3 inspectors.
  • Issue Right-of-Way (ROW) Permits and inspect work , primarily for utilities and telecom providers. Involves application and plan review, approval of traffic controls, observing activities of: excavation and backfill, asphalt patch, concrete flatwork and shoulder restoration. Completed work is placed on a 2- year warranty and bond release. Average number of new permits each year is 1,500, split among 2 inspectors.
  • Inspect Grading Permits (GP) for stormwater management, sediment transport and erosion controls associated with large scale land developments, as well as individual mountain properties. Work requires documented compliance with County MS4 permit criteria. Average permit duration is 3 years, split among 2 inspectors.
  • Manage increasing workload, particularly in Telecom network construction; reduced contractor skills; and consistency of plan approval with development regulations.
  • Supervise CIP Construction Group through:
  • Administer Large CIP Construction Contracts . Involves plan review, forecast resources need and skill levels, work inspection, payments, warranty punch list, stakeholder communications, utility coordination, traffic controls and erosion protection, and contract closure.
  • Perform "Engineer in Responsible Charge" for construction of CDOT / FHWA grant-funded projects. Includes submittal and certification of associated documents, materials verification, and final certification for cost reimbursement.
  • Review & Approve Development-Related Documents. Involves use of County and State regulations and permit policies, construction material submittals, pavement section designs, annual road acceptances and annual CDOT road mileage report for HUTF funding. Lacking an engineer in Engineering Inspection group, the Resident Engineer approves these items by de facto.
  • Assist in administrative matters, including preparation of annual budget proposals and division policies. Estimate budget for projects and operating costs. Make decisions involving design and personnel. Establish funding levels, sources and schedules for projects. Approve expenditures and billings.
  • Review plans and specifications for compliance with regulatory and engineering standards.
  • Oversee coordination with contractors, construction supervisors, surveyors, Right-of-Way agents, utility companies, and County personnel, during project planning, design, and construction.
  • Supervises staff in area of responsibility. Administers and makes recommendations for routine personnel matters affecting subordinates, including recruiting, interviewing, hiring, training, assigning, scheduling, granting leave, appraisals, and taking corrective action. Conducts performance evaluations and communicates short- and long-term goals and objectives. Submits personnel records and reports as required by the county. Assists and advises subordinates as necessary, resolves problems as non-routine situations arise, and ensures adherence to established policies, procedures and standards. Communicates changes in policy and procedures to direct reports and implements them as directed.

    Minimal Qualifications:

  • Master's degree in engineering, construction management or a related field;
  • Plus, a minimum of five(5) years of progressively responsible project management, engineering, construction management, constructioncapital improvement projects, or related experience;
  • Or an equivalent combination of education & experience.For example, applicants will meet minimal qualifications if they have a Bachelor's degree in civil engineeringand 6 years of experience.
  • MUST have CO Professional Engineering certification at time of hire;
  • Preferred Knowledge, Skills and Abilities:

  • Fiveor more years of supervisory experience with the ability to effectively manage project team members.
  • At least five years of design experience with roadway and hydraulic design
  • Familiarity of GIS/Spatial Analysis principles and tools
  • Subject Matter Expert in construction management with specific knowledge of CDOT's local agency requirements
  • Develop basic AMANDA (permitting, licensing and compliance enterprise platform) skills and use
  • Familiarity with Federal, State, and Local Engineering Standards
  • Must be very organized and have effective problem solving, leadership and negotiation skills
  • Extensive knowledge in inspection of public improvements
  • Effective Leadership skills and philosophy
  • Ability to lead and collaborate with a group of skilled professionals
  • Direct experience managing Federal and State projects and budgets
  • Knowledge and use of Cartegraph
  • Experience with Microsoft Office Suite, including Teams and Sharepoint
