Position Summary:


The Director of Community Services is responsible for performing all appropriate administrative and programmatic functions of the Community Service programs.

The position reports to the Executive Director and operates under moderate supervision with wide latitude for the use of independence, judgment, discretion, and initiative.

This is a supervisory position.


Essential Job Duties:


  • Hires and supervises staff following personnel policies and procedures including orientation and training, career development advice, establishing employee goals, conducting performance reviews, coaching, counseling, and disciplining staff, and terminations for the CEAP, CSBG, and TOP programs.
  • Plans and organizes contract implementation and monitoring for the CEAP and CSBG program.
  • Monitors and ensures contract and program compliance to include reporting and funds reconciliation for the CEAP, CSBG, TOP, and other Direct Services funding as assigned.
  • Responsible for Program reporting to the funding sources for CEAP, CSBG, TOP, and other funding sources as assigned.
  • Responsible for overseeing the gathering and submitting of the Organizational Standards and coordinating with all Sr Leadership staff for departmental items required by funding sources for the CEAP and CSBG programs.
  • Ensure the guidelines for disbursing funding to program participants for CEAP, CSBG, and TOP programs are met.
  • Oversee the accommodations/scheduled home visits for clients unable to come to the service site for the CEAP, CSBG, TOP, and other Direct Services funding programs as assigned.
  • Oversee the provision of referrals to other appropriate resources for the CEAP and CSBG program; and oversight the provision of case management services, up to and including referrals to other appropriate resources, budget counseling, and recommendations for improved client selfsufficiency for the TOP program.
  • Oversee direct services provided to program participants following the guidelines of the various assistance funders for other Direct Funding services sources.
Responsible for CEAP and CSBG Vendor Agreements

  • Recruit and train Case Management staff and temporary staffing for the TOP program.
  • Maintain records according to established case management procedures for documentation of the TOP program.
  • Coordinate and deliver agency program requirements while adhering to program guidelines, policies, and procedures for other Direct Funding Services as assigned.
  • Foster cooperation between Head Start and Meals on Wheels programs to educate and facilitate access to the benefits of all Community Services programs; and develop working relationships with other OWBC staff to ensure an effective team advocating for eligible clients.
  • Develop and maintain relationships with community partners, foster working relationships with local service providers; and attend external networking meetings such as business expos, job fairs, chamber events, etc.
  • Act as liaison to collaborating partners and local service providers.
  • Oversee the planning, coordination, and scheduling of classes to assist clients in transitioning out of poverty.
  • Oversee the scheduling of site visits to surrounding areas to ensure all gaps in services are addressed.
  • Maintain all logins and passwords for all programrelated websites and programs.
  • Attend Board and Personnel/Policy committee meetings to provide program updates.
  • All employees are expected to adhere to OWBC ethics expectations.
  • Must be able to cooperate and work effectively with others.
  • Must be diplomatic, honest, and fair.
  • Regular and punctual attendance is an essential function of the position.
  • Perform other duties as assigned or as they become apparent.
