    Purpose:

    The program ISFOP Director holds a pivotal leadership position within the Lincoln University Cooperative Extension (LUCE), overseeing the Innovative Small Farmers' Outreach Program, (ISFOP) aimed at supporting small-scale farmers and ranchers across Missouri. This program is dedicated to enhancing farm efficiency, promoting sustainable practices, and addressing the needs of socially disadvantaged and underserved agricultural communities. The ISFOP Director collaborates closely with regional educators. State Extension Specialists, and Extension Core Programs to ensure alignment with organizational objectives and optimize program impact. Additionally, the Director possesses the capability to search for and incorporate new methodologies of extension to further the development of small-scale farmers in innovative ways. This is a 12-month, non-tenure track, full benefit-eligible position, with 100% extension responsibilities located in the main campus at Jefferson City, MO.

    Essential Job Functions:

    1. Strategic Leadership

    • Develop and execute strategic plans for ISFOP in alignment with LUCE's mission and goals, incorporating input from regional educator's, Extension Specialists, and other stakeholders.
    • Provide visionary leadership to advance ISFOP's objectives, promote innovation, and addressing emerging challenges in the agricultural sector.
    • Foster a collaborative and inclusive work environment that encourages teamwork, creativity, and continuous improvement.

    2. Program Oversight and Coordination:

    • Oversee all aspects of ISFOP, including program development, implementation, and evaluation, ensuring adherence to budgetary, regulatory, and quality standards.
    • Supervise regional educators and ISFOP associated staff, providing guidance, support, and professional development opportunities as needed.
    • Coordinate closely with State Extension Specialists and Extension Core Programs to leverage resources, share best practices, and maximize program effectiveness.

    3. Stakeholder Engagement and Partnership:

    • Cultivate and maintain strong partnerships with stakeholders, including small farmers, agricultural organizations, governmental agencies, NGOs, and community leaders.
    • Collaborate with Extension Specialists and Core Programs to identify synergies and opportunities for collaboration in addressing the needs of small-scale farmers.
    • Represent ISFOP in meetings, conferences, and events to promote awareness, build partnerships, and garner support for program initiatives.

    Additional Duties and Responsibilities:

    1. Capacity Building and Training:

    • Provide leadership and mentorship to regional educators and ISFOP associated staff, ensuring alignment with program objectives and professional development goals.
    • Facilitate training sessions, workshops, and educational programs for staff and stakeholders on relevant topics, including agricultural practices, sustainable methods, and community development strategies.
    • Support the integration of Extension Core Programs' resources and expertise into ISFOP activities to enhance service delivery and impact.

    2. Incorporating New Methodologies of Extension:

    • Stay abreast of emerging trends and methodologies in agricultural extension and outreach.
    • Research and evaluate new approaches, technologies, and best practices in extension services that could benefit small-scale farmers.
    • Integrate innovative extension methodologies into ISFOP activities, ensuring alignment with program goals and objectives.
    • Monitor the effectiveness of new methodologies and adapt strategies as necessary to maximize impact and reach.
    • Comply with all Extension federal, state, and university reporting requirements.
    • Perform other duties as assigned by Extension Administrator(s).

    Qualifications:

    Minimum Qualifications

    • A master's degree in Rural Development or related Agricultural fields including Production Agriculture, Horticultural, Farming Systems, Agricultural Economics, Extension Education.
    • Must have successfully supervised a unit or staff and/or faculty.
    • Knowledge of Cooperative Extension and outreach programs with a commitment to the broad mission of a Land-grant university.

    Preferred Qualifications:

    • PhD. degree in Rural Development or related Agricultural fields including Production Agriculture, Horticulture, Farming Systems, Agricultural Economics, and Extension Education.
    • Experience at an 1890 Land Grant Institution.
    • 5 years' experience in Extension, rural-development, or community engagement administration with demonstrated leadership in managing complex programs and teams.

    Knowledge, Skills, Abilities, and Personal Characteristics:

    • Strong interpersonal and communication skills, with the ability to collaborate effectively with diverse stakeholders and build partnerships.
    • Proficiency in project management, budgetary oversight, and program evaluation methodologies.
    • Deep understanding of agricultural systems, rural livelihoods, and the socio-economic dynamics affecting small-scale farmers.
    • Commitment to promoting sustainable agricultural practices, environmental conservation, and social equity.
    • Flexibility, adaptability, and resilience to navigate the complexities of multicultural environments and evolving program landscapes.

    Technical and Communication Skills:

    • The role necessitates proficiency in preparing various documents and utilizing computer systems.
    • Strong written, oral, and reading communication skills are essential for accurately obtaining, interpreting, and recording pest management solutions.
    • Effective and innovative teaching strategies that engage target audiences.
    • Proficient in using computer systems, office productivity software, and extension-specific tools for data collection and analysis.

    Certifications, Licenses, Registrations

    • Driver's license - The ISFOP Director must possess and maintain a current driver's license, as this is crucial for fulfilling job duties that may involve travel and fieldwork.

    Physical Demands:

    • The position involves fieldwork in all weather conditions, and weekends.
    • Lifting or carrying objects (up to 20 lbs.)
    • Farm equipment and crop restraining and handling.
    • Possible exposure to pesticides, allergens, and animal waste.
