The Arizona Department of Veterans' Services is actively seeking an Assistant Deputy Director for Budget and Finance.

As the Assistant Deputy Director for Budget and Finance, you will report directly to the ADVS Deputy Director, playing a crucial role in the financial services work unit.

Your responsibilities will span across directing accounting operations, grant program administration, payroll, and asset/inventory management, making you a key player in our financial management.

Financial Leadership: Provide executive oversight and leadership in managing the agency's finances, including budget forecasting for multiple funding sources.

Strategic Analysis: Track budget status and prepare detailed reports informing strategic decisions.

  • Compliance and Advisory: Ensure compliance with all applicable laws, policies, procedures, and regulations, and advise the ADVS Director and Deputy Director on financial matters.

Agency Representation: Represent ADVS in critical fiscal matters at various meetings and events with stakeholders such as the Office of Strategic Planning and Budget, the Auditor General's Office, and the Joint Legislative Committee.

Job Duties:

As the Assistant Deputy Director for Budget and Finance you will:

  • Direct the activities of all work units in Financial Services, including accounting, grant administration, payroll, and asset/inventory management.
  • Provide leadership, financial management, and executive oversight
  • Ensure adherence to the State of Arizona Accounting Manual (SAMM) and compliance with relevant laws, policies, procedures, rules and regulations
  • Track and forecast revenues, encumbrances, expenditures and budget capacity for all divisions within the agency, including multiple funding sources.
  • Ensure annual budget requests and draw downs of grant funding are timely and accurate
  • Oversee the accuracy of payroll
  • Participate in budget forecasting for multiple agency funding sources, track budget status, and prepare required budget reports
  • Represent the Director and/or Deputy Director as assigned at various meetings and events
  • Lead and develop special projects/Initiatives as assigned

Knowledge, Skills & Abilities (KSAs):

Knowledge of

  • Principles and practices of effective leadership, executive management, and administration
  • ARS Title 38 and other state and federal laws, rules, regulations which govern the operations of the Department of Veterans' Services
  • Generally Accepted Accounting Principles (GAAP) and the State of Arizona Accounting Manual (SAAM)
  • Legislative process, Arizona's political structure, and the agency's role within the structure
