JOB SUMMARY:


This is a County-wide Promotional opportunity available to regular Sutter County employees only. Extra Help employees are not eligible to apply.
This supervisor will also oversee the Homeless Engagement and Resolution Team (HEaRT).

HEaRT is a street outreach team, whose goal is to connect the unsheltered populations in both Sutter and Yuba counties to the Coordinated Entry sites in those counties.

HEaRT works closely with all community agencies providing services to the unhoused.

  • The eligible list established from this recruitment may be used to fill any future opening(s), including Part-Time and Extra Help, in this class for up to nine months._

EXAMPLE OF DUTIES:

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other related duties may be required and assigned.

  • Supervises and directs activities of the assigned program.
  • Plans and implements inservice training of staff.
  • Develops, reviews and updates program policies, procedures and protocols.
  • Reviews relevant laws, regulations and guidelines issued by state and/or federal government to ensure compliance with these regulations.
  • Oversees implementation of the program plans, policies and procedures.
  • Assesses the effectiveness of the program and makes necessary adjustments after consultation with the appropriate Program Manager, Program Chief or Assistant Director of Human Services.
  • Makes recommendations for contract and budget revisions and new program development.
  • Supervises professional, paraprofessional and clerical staff.
  • Provides professional nursing services or psychotherapy, counseling, or case management.
  • Assesses the health needs of clients and children.
  • May transport patients/clients to appointments and outside facilities as needed.
  • Acts as a liaison between clients and physicians, law enforcement agencies, social service agencies, or other agencies.
  • Participates in interagency collaboration and community task forces and committees as a representative of the County and/or the department.
  • Establishes referral patterns with local community agencies.
  • Prepares and publishes newsletters, brochures, or other educational materials for purposes of community education and promotion of community programs.
  • Prepares comprehensive reports related to program operations and activities.
  • Prepares and/or generates various correspondence and documentation.
  • Reviews various documentation and processes, forwards, or takes other action as appropriate.
  • Conducts staff meetings.
  • Attends meetings and conference as needed.
  • EXAMPLES OF MARGINAL DUTIES_
  • Maintains departmental files and records, answers the telephone and provides information, responds to requests for information or assistance.

MINIMUM QUALIFICATIONS:


  • Knowledge of:_ Appropriate techniques, therapies and interventions in the treatment program; principles and practice of administration, supervision and training necessary to plan, organize and direct a program in assigned program; community needs and resources in relation to the program area; applicable laws/regulations; fundamental office procedures and practices; principles, procedures and practices of record keeping and report writing; basic mathematics; and standard office equipment.
  • Education and Experience:_ Graduation from an accredited college or university with a bachelor's degree or core course work equivalent to that required for a bachelor's degree in social work, psychology, sociology, nursing or a relative field, and two years of experience or training, or any combination of education and experience that provides equivalent knowledge skills and abilities. For some positions, incumbent may be required to have a Clinical Social Worker license, a Marriage, Family and Child Counselor (MFCC) license; or Registered Nurse license; a Clinical Psychologist license or waiver provided by the State Department of Mental Health; or meet the qualifications as a Mental Health Rehabilitation Therapist as defined by the State Department of Mental Health.

  • Essential Duties require the following physical skills and work requirements:_

Ability to think and act quickly in emergencies; effectively deal with personal danger; maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include subduing resisting individuals; requires the ability to operate a motor vehicle.
