Unissant is seeking a
Director of Contracts & Pricing to support our team in
Herndon, VA and work with Federal Civilian and National Security customers.
The contracts portfolio for this position will include a variety of contract types, with different customers thereby providing a diverse set of contracts and activities to support.
Essential Duties and Responsibilities:
Contracts:
- Providing Government contractual expertise and leadership to Unissant's President
- Building and maintaining relationships with the Government Contracting Officer
- Negotiating price, terms, and conditions and various business agreements
- Assisting internal clients to identifying contractual changes, expeditiously engaging/notifying the Government, and leading internal personnel in the development of contractual approaches to successfully resolve such issues
- Participating in the development and review of proposals
- Establishing excellent working relationships with Program Managers and other internal stake holders
- Launching OCI screenings, performing risk assessments, and recommending and implementing mitigation approaches
- Interpreting contract terms and handling subsequent issues
- Actively participating in client meetings and reviews
- Work independently on larger projects/assignments to include proposals and contracts with various degrees of complexity
- Proactively advise management of contractual rights, obligations, and risks,
- Ensure compliance with Unissant Contracts policies and guidelines as well as with US Government regulations; and influence internal and external stakeholders through use of facts, policies, and acquisition best practices
Pricing:
- Lead the development and preparation of cost/price proposals (Business Volume) in response to RFP and RFQ requirements and compliant with Govt policies and regulations
- Prepare cost support packages complying with Federal Acquisition Regulations (FAR).
- Develop cost/pricing models using Excel, based on RFP/RFQ requirements and develop target rate analysis
- Lead our PTW analysis and provide input.
- Ensure integrity and accuracy with cost as well as related financial information.
- Prepare subcontractor RFQ documentation and templates, as necessary.
- Conduct price analysis on subcontractor quotes, negotiate prices, and document outcomes for final internal approval.
- Prepare and present detailed cost/price briefings for management including discussion of RFP requirements and evaluation criteria, competitive analysis, pricing strategies, and key financial metrics.
- Maintain detailed pricing documentation files to serve as future reference, inquiries, or audits.
- Work closely with Finance, Contracts, BD, Capture, Proposals and Operations to ensure the cost/price proposal is professional, compliant, accurate, competitive, and profitable.
- Maintain and update the pricing history database regularly.
- Manage total pricing procedure, enhance processes to make the most of efficiencies and ensure timely response to market conditions.
- Perform financial evaluation to assess pricing actions effectiveness.
- Analyze the financial impact of price approach in view of overall history as well as profitability of customer.
- Actively lead and participate in "whatif" scenarios designed to maximize price/profitability and pricetowin.
Work Experience:
- A minimum of 10 years of federal contract and pricing experience. Experience in all types of contracts
- T&M, FFP, CPFF, CPAF
- Experience in developing PTW graphics and writing pricing narratives.
- Familiarity with Government CAS and FAR.
- Experience reviewing and negotiating US Government and commercial agreements
- A demonstrated understanding and strong working knowledge of US Government Acquisition Regulations and adept at contract analysis
- The aptitude to work on diverse contractual issues simultaneously
- The ability to frame, draft and negotiate agreements

Education:
- Bachelor's Degree is required.

- Willing to travel occasionally as needed (up to 5%)
