Description
This position is located in the District of Columbia, Office of the Chief Technology Officer (OCTO). The position will serve as an IT Project Manager for the Network Operations Center (NOC).

The position will report to the NOC Manager and support network services which assist District agencies in current and future performance demands.

The purpose of this position is to provide technical operational support, monitoring of services, project management, and administration to NOC personnel, OCTO and District agencies.


Duties and Responsibilities
Keeps abreast of current practices and trends in information technology, broadband innovations and management. Focuses efforts to become an expert on the business needs of the constituency to be served. Establishes positive working relationships with District agency leadership, information services, and program staff. Provides direction to and control of District staff assigned to projects under incumbent.

Acts as a liaison between the Office of the Chief Technology Officer (OCTO) and District agency leaders in the area of reform projects.

Works with agencies to create an overall vision of information resources as a utility to a more efficient and more effective government.

Guides agency technology solutions to business problems. Assists agencies with technology management improvement as it pertains to the constituents being served.

Assists agencies in the identification of opportunities for revenue generation, IT resource consolidation, IT efficiencies, and leveraging existing technology and resources.

Assists agencies in their efforts to conduct information planning, develop information technology strategies, design information technology solutions that align with District strategic IT direction and standards, and develop information technology procurements.

Provides leadership and guidance to subordinate staff by establishing work standards and designating work assignments. Manages the financial performance of assigned reform project within Office budget guidelines. Manages day-to-day activities of consultants and contractors employed on the projects.

Complies with District Government's procurement laws, standards, regulations and procedures in order to provide management review and oversight for projects and perform other related duties as assigned.


Qualifications and Education

Applicants must have at least one (1) year of specialized experience equivalent to at least the CS-13 grade level in the District of Columbia government service, or its non-District equivalent.

Specialized experience is experience that has equipped the applicant with the particular competencies' skills, knowledge, and abilities to successfully perform the duties of the position and is typically in or related to work of the position to be filled.

An equivalent combination of education and experience.


Licensures and Certifications
None.


Working Conditions/Environment
The work is sedentary.

Physical demands specific to the business area for IAN/WAN Technical Services may require lifting of no more than 75 pounds, some bending and driving to off-site locations.

The work is performed in an office setting.

This position is not in a collective bargaining unit.


Residency Preference:

When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment.

You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
