DUTIES

  • You will participate in and/or lead planning teams to develop long, mid and short range land use/infrastructure planning, infrastructure management and basing strategies.
  • You will work with technical personnel experienced in urban and regional planning, engineering, architecture, landscape design, environmental, transportation, and communications.
  • You will review engineering proposals for construction, alteration, or repair of facilities to recommend changes that will improve the overall project results.
  • You will prepare Basic Facilities Requirements and development of facilities planning documents to determine appropriate planning actions in relation to facility deficiencies and surpluses.
  • You will analyze longrange operational requirements that identify land and facility priorities to support organizational requirements.

QUALIFICATIONS REQUIRED:•Professional knowledge of planning concepts, principals, and practices applicable to the full range of duties concerned with the planning of facilities such as office buildings, heating plants, industrial shops, utilities and recreational facilities normally found on military installations.


  • Ability to perform planning functions. Mastery of planning principles related to land use planning, as well as knowledge of technically related fields, such as real estate, housing, engineering, legal concepts, and environmental management
  • The ability to prepare planning project documentation including detailed project description, facility study, cost estimate, site approval, and environmental assessment.
  • Ability to coordinate with leadership and staff among various mission commands, installations, departments, tenant commands, support commands, headquarters, and other military services to help resolve issues that occur outside Navy boundaries that could impact Navy property, mission and operations.
  • Ability to establish and maintain effective working relationships.
  • Strong communications skills (oral and written) to articulate ideas and issues in a clear, concise and impartial manner.
  • Ability to work with technical personnel experienced in urban and regional planning, engineering, architecture, landscape design, environmental, transportation, and communications.
