ABOUT LOS ANGELES COUNTY DEPARTMENT OF HEALTH SERVICES:

Through academic affiliations with the University of California, Los Angeles (UCLA), the University of Southern California (USC), and the Charles R.

Drew University of Medicine and Sciences (CDU), DHS hospitals are training sites for physicians completing their Graduate Medical Education in nearly every medical specialty and subspecialty.

In addition, to its direct clinical services, DHS also runs the Emergency Medical Services (EMS) Agency and the County's 911 emergency response system, as well as Housing for Health and the Office of Diversion and Re-entry, each with a critical role in connecting vulnerable populations, including those released from correctional and institutional settings to supportive housing.

DEFINITION:


Assists a deputy director of a large County department by defining, analyzing, and making recommendations for the solution of highly complex operating, budgetary and organizational problems and participating in the implementation of recommendations.


Essential Job Functions:


  • Analyzes, evaluates and makes recommendations on the feasibility of new branch functions or the modification of existing programs; participates in the implementation of changes resulting from studies and prepares appropriate procedural manuals and associated instructions, as required.
Analyzes and evaluates data and makes recommendations on purchasing, leasing, citing, equipping, and space planning for the branch.


Serve as the onsite administrator to support a collaboration between the Department of Health Services, Public Health, and Mental Health.

Manages the Covid-19 community testing site.

Arranges the facilities Covid-19 vaccination stations which includes the recruitment of patients, their families and friends.


Determines the need for and conducts or coordinates administrative studies and investigations of branch activities; participates in reviewing administrative studies and developing and implementing new procedures, as directed.

Assists in the design, development and implementation and evaluation of accounting, information and other systems used by the branch.

Coordinates and participates in contract service agreements for the branch.

Participates in branch personnel management activities, as directed.

Supervises a small administrative or technical staff as needed.

Develops the annual branch budget including justifications for salaries and employee benefits, fixed assets, and services and supplies.


Conducts management studies of branch organization, procedures, operational policies, staffing, management practices, and space allocation; prepares and presents findings and recommendations for the solution of problems and the enhancement of branch efficiency and economy.


Serves as a social media assistant by managing the organization's social media presence, drafting and posting messages, producing digital imaging, and serving as a photographer for unit activities and events.

Coordinates media coverage of important events.

Liaising with news and social media teams to provide advance notice and information on upcoming media events, briefings, and special events.

Coordinating technical arrangements and allocating space for visiting news media, state and local government officials, or high-ranking government personnel. Evaluating and processing requests, consents, and clearances as needed.

Monitors the performance of digital platforms, including social media channels, to ensure compliance with departmental guidelines. Identifying problems/issues and notifying the PIO and appropriate personnel for resolution.


Requirements:


MINIMUM REQUIREMENTS:


Option I:


  • Three (3) years of experience in a staff capacity analyzing and making recommendations for the solution of problems of organization, systems and procedures, program, facility planning, budget or personnel, one (1) year of which must have been in a responsible staff capacity in the administrative staff organization of a department or a central administrative staff organization.


In the County of Los Angeles, staff capacity is defined as work performed to assist and support administration by doing research, analysis and making recommendations to line managers for the solutions of problems of organization, systems and procedures, program, facility planning, budget or personnel.


Responsible staff capacity is defined as staff experience at the journey-level requiring a working knowledge of rules, regulations and other guidelines relating to a program area assigned.
