Analytical Mechanics Associates (AMA) seeks to hire a part-time Resource Analyst to support Earth System Science Pathfinder (ESSP) Program Project Management efforts at NASA Langley Research Center in Hampton, VA.


Analytical Mechanics Associates (AMA) seeks to hire a Resource Analyst to support Earth System Science Pathfinder (ESSP) Program Project Management efforts.

The ESSP Program is a strategic investment by the NASA Science Mission Directorate (SMD) Earth Science Division (ESD) that includes a series of relatively low-to-moderate cost, competitively selected, Principal Investigator-led missions that are built, tested, and launched in a short time interval to accommodate new and emergent scientific priorities.

ESSP projects support a variety of earth science objectives, including the atmosphere, oceans, land surface, polar ice regions, and solid Earth and encompass the full life cycle from definition through data distribution.

The ESSP Program Office (PO), located at Langley Research Center, is the management structure established by ESD that is responsible for the management, direction, and implementation of ESSP program elements.

Additionally, the ESSP PO supports assessments of other Earth Science Directorate missions. The objective of this effort is to provide Project/Mission Management support for assigned project(s) during planning and implementation.

This is a part-time position supporting the ESSP PO in Hampton, Virginia as part of the Research, Science, and Engineering Services (RSES) contract.


Responsibilities:


  • Providing programmatic oversight, as requested, for requested ESSP projects
  • Establishing and performing resources management
  • Independently evaluating cost performance in coordination with Schedule Analyst and Risk Analyst
  • Identifying project liens and threats that could result in cost cap breaches
  • Coordinating funding requirements and ensuring appropriate resources are provided in a timely manner
  • Supporting the Programming, Budget, and Execution (PPBE) activities
  • Providing monthly programmatic assessments of project performance by documenting commitments, obligations, and costs
  • Occasional travel may be required to support meetings and reviews

Requirements:


  • B.S. Degree in Business Administration, Accounting or related field with a minimum of 10 years' experience supporting NASA or other Federal Agency (equivalent combination of education and experience will be considered)
  • Expertise in Federal Acquisition Regulations and Cost Accounting Standards
  • Expertise in Financial Analysis and Budget Monitoring
  • Expertise in Cost Evaluation and Analysis
  • Excellent communication skills

Desired Qualifications:


  • Experience supporting NASA PPBE activities
  • Project evaluation experience including identification of budgetary threats.
  • Experience with interagency and/or external partnerships
  • Ability to take initiative and work independently as needed

Must be a U.S. Citizen or Permanent Resident due to facility requirements.
