    • Way and/or utility easements.
    Assist with processing of right-of-way permits.

    Monitors compliance with approved permits, construction plans and City standards, while providing excellent customer service to the citizens of The Colony.

    Responsible for inspection of all new utility, street, drainage and other infrastructure to ensure that the installation and construction is in accordance with approved construction plans and City standards for Development and Capital Projects.

    Examples of Duties Observe and inspect work performed by builders and contractors working in the City's Right-of
    • Way and/or utility easements including water, sewer, paving, drainage, landscape, irrigation, private utility operations, and other infrastructure.

    Responsible for inspection of all new utility, street, drainage and other infrastructure to ensure that the installation and construction is in accordance with approved construction plans and City standards for Development and Capital Projects.

    Assist in the review and of processing of right-of-way permits. Review information from the contractor including test reports, contractors' pay requests, and record drawings. Assists in the preparation of monthly and final estimates.

    Attends pre-construction meetings, preliminary and final inspections with contractors, engineers and land developers to review current construction policies and procedures.

    Operates computer and associated equipment, telephone, camera, video camera, light surveying equipment, light truck, miscellaneous testing equipment, drafting equipment, and calculator.

    Responds to basic construction inquiries by contractor, engineering firms, and citizens regarding present, past or future construction. Reports work progress and notifies Inspections Supervisor of construction related problems including field and design change orders. Reviews tests on materials to determine acceptability. Confirms materials testing results meet the project requirements and the testing conducted at the frequency and locations specified.
    Responds to complaints and inquiries by citizens regarding construction problems.
    Ability to work with confidential information and documents. Ability to communicate effectively and courteously in person, in writing, by telephone and via e-mail.

    Conducts on site inspections that require the ability for prolonged standing, walking, kneeling, stooping and bending in all types of weather conditions; lifts or carries up to 30 pounds of equipment.

    May be required to perform other duties as required. Typical QualificationsKnowledge of City Right-of
    • Way Ordinance and City Specifications for the various types of construction methods, practices, and procedures.
    Knowledge of the processing of permits. Knowledge of OSHA safety policies and procedures for heavy construction. Stormwater protection and control measures. Must be capable of recognizing faulty work or hazardous conditions. Skill in performing various tests and reviewing results on materials in the lab or in the field. Ability to read applicable plans and specifications to detect deviations in the construction from such plans and specifications. Ability to perform light engineering calculations using algebra, geometry, and trigonometry. Reads and understands reference books, technical material, engineering specifications and drawings. Prepares clear and concise reports along with daily and weekly log of activities. Education and ExperienceMust have high school diploma or GED. Completion of a construction inspector's training course by Texas Extension Service (TEEX). Must possess a valid Texas Class "C" driver license with an acceptable driving record.

    Must have two years progressively responsible experience in franchise utility, city utility, street and drainage inspection or five years experience in utility, street and drainage construction work.


    BENEFITS FOR ALL FULL-TIME/PART-TIME REGULAR EMPLOYEES INCLUDE:
    TEXAS MUNICIPAL RETIREMENT SYSTEMAll full-time employees are participants of TMRS; this is a mandatory contribution. (Part-time regular employees who work a minimum of 20 hours per week are participants of TMRS)

    The employee contribution rate is 7% per pay period; the City matches the contribution 2-1. There is a 5 year vesting period.

    Employees are eligible to retire at any age after 20 years of service or at age 60 with 5 years of service.

    OPTIONAL RETIREMENTThe City offers employees the option of contributing to a 457 Deferred Compensation Plan and/or Roth IRA's through payroll deduction.

    The City does not match these contributions.
    SOCIAL SECURITY/FICAThese deductions are matched by the City.

    MEDICAL, DENTAL & VISION COVERAGEAll full-time employees have Medical, Dental, Vision, Life w/AD&D, and LTD insurance coverage paid for by the City.

    (Part-time regular employees who work a minimum of 30 hours per week qualify for this coverage) Employees have the option of purchasing dependent coverage.

    SECTION 125 IRS BENEFIT PLANSEmployees who have dependent health or any supplementary insurance premiums deducted from their checks are eligible to pay their premiums, "pre-taxed".

    Pre-taxed flexible spending accounts are also available for health and dependent care. VOLUNTARY/SUPPLEMENTAL BENEFITSEmployees have the option of purchasing supplemental benefits through AFLAC and LegalShield.

    VACATIONFull-time employees vacation accrues as follows: 0-5 years 10 days per year5-10 years 15 days per year10-20 years 20 days per year20+ years 25 days per yearEmployees are eligible to take vacation after 6 months of employment.

    Part-time regular employees accrue vacation leave at 1⁄2 the accrual rate of a full-time employee.
    SICK LEAVESick leave accrues at 8 hours per month for full-time employees. (Fire accrues at 12 hours per month) Maximum accrual is 1,040 hours. Part-time regular employees accrue sick leave at 1⁄2 the accrual rate of a full-time employee.

    SICK LEAVE POOLThe sick leave pool allows the employees to donate up to 24 hours of sick leave per year (employees must have a minimum of 96 hours of sick leave accumulated before contributing).

    This pool was created to help employees during a catastrophic injury or illness.
    HOLIDAYSFull-time employees receive 14 paid holidays per year.

    This includes 1 personal floating holiday that may be taken at any time during the calendar year after 6 months of employment.

    LONGEVITYAll full-time employees with more than 1 year of service are eligible to receive longevity pay at the rate of $10 per month for each month of service.

    This is paid once a year in November. Part-time regular employees become eligible to receive this benefit after 5 years of service.

    CERTIFICATE PAYSome employees may be eligible to receive Certificate Pay in increments of $50, $100 or $125 per month depending upon the type of certification.

    Certification that is required per the job description in order to be employed is not eligible for pay under this plan.

    TUITION REIMBURSEMENTFull-time employees may be reimbursed up to $300 per semester for college courses.

    The courses must relate to their job, must have a passing grade of at least a "C", and obtain Director approval.

    This benefit may be used after 6 months of employment.

    EMPLOYEE ASSISTANCE PROGRAM (EAP)Provided by the city to help employees and their family members manage life's challenges by identifying options and making informed choices regarding Counseling Services, Legal Services, Financial Services, and Work/Life Wellness Resources.

    PARK PASSESFull-time and part-time regular employees receive a free year round park pass that can be used at Stewart Creek and Hidden Cove Park.
