    INTRODUCTION: CONTEXT AND MISSION

    The Cleveland Metropolitan School District (CMSD) serves approximately 37,000 students in 100+ schools. Over the past several years, the Greater Cleveland community has united behind the collective goal of ensuring every child in Cleveland attends a high-quality school and every neighborhood has a multitude of great schools from which families can choose. The Cleveland Plan defines CMSD's approach to the reinvention of public education and holds our community accountable for the success of Cleveland's schoolchildren. The Cleveland Plan is supported by Ohio House Bill 525, which provides much-needed flexibility and autonomy for the district and its schools. Our schools have autonomy over human and financial resources in exchange for accountability for

    performance. The principal has primary responsibility and accountability for establishing his or her school as a high-quality, high-expectations academic center with a focus on personalized instruction, professional support for teachers, and school-wide practices that lead to measurable results.

    The Cleveland Metropolitan School District has developed standards of excellence that the district applies to all parts of the organization inclusive of schools, principals, school leadership teams, networks, and central office. Alignment between Standards of Excellence (SoE) and the district's Theory of Action helps ensure that principals are able to focus on scholar achievement and that central office supports are timely and effective.

    Salary Band: 15
    Compensation: $ 73,440. - $ 102,816.

    Drive progress toward the department's vision and mission in collaboration with the executive director and internal and external partners. Maintain and expand data collection methods to track mental health services delivery across the District. Collect, analyze, and synthesize relevant program data to inform resource allocation and decision-making.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    THIS ROLE WILL:

    Support the work of the executive director of the Integrated Health Department, which is tasked with ensuring scholars have access to integrated physical and mental health services in partnership with internal and external partners, including Say Yes Cleveland and health care providers.
    • In collaboration with CMSD colleagues and external stakeholders and with guidance from the executive director, set clear vision, goals, procedures, and expectations for CMSD's School-Based Mental Health program and partnerships
    • Maintain knowledge of best practices around School-Based Mental Health. Provide professional development and coaching to CMSD colleagues around School-Based Mental Health and other topics related to mental health and wellness
    • Maintain consistent communication and collaboration with CMSD's School-Based Mental Health agency partners/providers and CMSD administrators. Provide targeted support to agencies per requests from agencies and CMSD schools
    • Maintain consistent communication and collaboration with other internal and external stakeholders around School-Based Mental Health vision, programming, and procedures
    • Identify and intensively support target/priority schools each quarter that display need around School-Based Mental Health, including, but not limited to, referral pathways, triaging needs, and communication with agency partners
    • Work with Integrated Health colleagues to gather, analyze, and share qualitative and quantitative data related to School-Based Mental Health programming in CMSD
    • Under the supervision of the executive director, and in partnership with the Integrated Health Taskforce and Say Yes Cleveland, seek out and maintain partnerships with agencies, hospitals, and services across the city of Cleveland
    • Maintain an interdepartmental vetting process for bringing new School-Based Mental Health agency partners into CMSD. Provide targeted support to new agency partners.
    • Collaborate with other managers and directors within the Integrated Health and Special Education departments; prioritize actions that support the District's efforts to move toward equitable and inclusive practices and support for all students.
    • Make decisions that impact CMSD's School-Based Mental Health program and partnerships with support and guidance from the executive director and in collaboration with other directors.
    • Demonstrate flexibility in adjusting practices and procedures to ensure equity of access to care for all students
    • Respond promptly to requests and concerns about School-Based Mental Health programming and partnerships. Model and reinforce collaboration, solution-focused problem-solving, and clear, respectful communication
    • Serve as a point of contact with internal and external partners and stakeholders related to mental health and demonstrate impeccable customer service skills, including courteousness, tact, and good verbal communication in daily interactions with internal and external audiences
    • Collaborate with key personnel to develop and implement the process by which CMSD will vet healthcare provider partners and onboard them to District work moving forward.
    • Develop and deliver regular training to CMSD staff at the administration and building levels about the purpose of Mental Health services in the IHI and how to implement key program elements
    • Attend and present at meetings on behalf of the department to share and collect information and further mutually advantageous internal and external partnerships
    • Perform other related duties as required
    QUALIFICATIONS

    Knowledge, Skills, and Abilities
    • Exceptional organizational leadership abilities with demonstrated success managing diverse teams and a thorough understanding of ethical obligations and requirements of licensed professionals
    • Excellent interpersonal skills with the ability to develop productive working relationships across a diverse spectrum of stakeholders and departments
    • Strong understanding of the intersections between health and academics (e.g., special education, behavioral, sexual health, substance use, etc.)
    • Ability to strengthen and develop internal and external relationships essential to the effective operation of the Mental Health and Integrated Health Department, including with community partners and service providers
    • Excellent communication and presentation skills with the ability to communicate persuasively, concisely, and unambiguously in speech and writing
    • Flexibility in work style. Ability to work independently and as part of a team with differentiated work styles, deadlines, and priorities.
    • Comfortable with providing direction through face-to-face and virtual interactions and exceptional telephone etiquette and customer service skills
    • Must have high personal integrity and be able to handle highly sensitive and confidential matters. Respect for and ability to work in contexts requiring confidentiality and discretion
    • Ability to interact with staff at all levels of the organization
    • Problem-solving and ability to identify potential issues, create action plans and/or resolve issues before conflict arises

    • Knowledge and/or willingness to learn and utilize pertinent computer and software applications (Outlook, PowerSchool, Microsoft Word, Excel, Access, and Workday)
    • Ability to serve as a CMSD representative and to attend meetings to gather information necessary to perform responsibilities within the organization
    • Working knowledge of a Student Information System (SIS), preferably PowerSchool
    • Ability to effectively execute multiple tasks, projects, and initiatives simultaneously and meet deadlines
    • Ability to read others and evaluate situations, to make sound decisions, and to resolve conflict without relying on supervisory input
    • Committed team player and skilled at working collaboratively with the impulse to go above and beyond to achieve outstanding results for CMSD students and families
    Experience
    • Minimum of 5 years working in a leadership role with demonstrated success managing a staff
    • Proven ability as a system thinker and fixer
    • History of work within an urban school district preferred
    • Deep understanding of school structures and governance
    • Understanding of the multiple systems that youth may interact with in addition to school and health systems (e.g., juvenile justice, foster care, housing)
    • Familiarity with health insurance coverage, billing, eligibility, etc.
    • History of working with families from diverse backgrounds and cultures
    Education
    • Master's degree in mental health, counseling, social work, nursing, psychology, or related field
