    What We Do

    The Public Works Department provides a variety of services related to the development, construction, inspection, improvement, and maintenance of the City's infrastructure.

    This infrastructure includes traffic lights, sidewalks, streetlights, and roadways.

    In addition, Public Works runs the following enterprise operations:
    Water, Solid Waste, Wastewater, Stormwater, and Parking Operations.

    What We're Looking For
    The City of Beverly Hills is seeking qualified candidates for the position of

    Sustainability Program Analyst


    to perform a variety of professional, technical, and administrative duties in the development and implementation of sustainability programs and activities.

    The incumbent of this position will also provide community education, notifications, and instructions to promote sustainable practices.

    Conviction History

    Disaster Service Workers:
    All City of Beverly Hills employees are designated Disaster Service Workers through state and local law (California Government Code Section Employment with the City requires the affirmation of a loyalty oath to this effect.

    Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

    Major Duties

    EXAMPLES OF ESSENTIALDUTIES- Duties may include, but are not limited to, the following:

    Participate in the formulation of policies, procedures, guidelines, and strategies to develop and implement comprehensive conservation and sustainability programs; perform responsible administrative assignments in the development, implementation, and monitoring of programs.

    Assist in the development and implementation of community educational programs and activities; develop and disseminate informational and promotional materials.

    Plan, develop, and manage special projects, studies, and surveys at the request of the supervisor to include problem identification, research, analysis, presentation of recommendations, and implementation time frame.

    Perform comprehensive analysis and coordination of municipal policies, organization, procedures, and services. Analyze the economic and financial feasibility of proposed sustainability projects and programs and make recommendations. Participate in the identification of grant opportunities; prepare grant applications and monitor compliance with applicable terms. Attend various public meetings and may act as technical adviser to citizens and committee members.

    Coordinate program activities with other City departments and with outside agencies.

    Serve as a liaison to employees, public and private organizations; represent the City in a variety of community groups, boards, commissions, State and Federal agencies, and other organizations; provide information and assistance to the public regarding the sustainability programs and services Host community workshops for a variety of stakeholders; Create presentations to community groups, businesses, schools, and the public concerning the program.

    Research, prepare, analyze, and may present reports to the City Council, City Manager, and various committees and citizen groups at the request of the department head or City executive; May provide staff support for City commissions and committees.


    Evaluate and ensure program activity compliance with legislative mandates, department, and City policies and procedures, and alignment with sustainability mission, goals, and priorities.

    May supervise, train, and evaluate the work of professional, technical, and support staff, as assigned. Ensure that staff provides a high degree of customer service to both internal and external customers. May recommend program related budgetary adjustments; maintain appropriate records, reports, and controls; conduct revenue and expenditure forecast and research. Participate in the development of requests for proposals and provide support in the administration of agreements and contracts. Design and implement forms and systems for use in program operations. Assist with training department staff on sustainability procedures, rules, laws and related matters as required.


    Stay abreast of federal, state, and local legislative and regulatory changes that may affect the program; anticipate regulatory changes and develop effective solutions; and inform management of regulatory changes and recommend adjustments and changes to program.

    Assist new or existing staff in learning departmental practices and protocols, methods, and procedures.

    Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

    Foster an environment that embraces diversity, integrity, trust, and respect. Act as an integral team player, which involves flexibility, cooperation, and communication. Performs related duties as assigned.


    In addition to the aforementioned duties, incumbents shall also be responsible for the performance of the duties associated with one of the programs listed below, based on assignment.


    WATER CONSERVATION
    Identify, implement, and evaluate measures and practices for the efficient use of water in the City.

    Manage the water audit program; advise and educate customers on water reduction, efficient use, and conservation practices. Prepare and compile data for a variety of comprehensive reports including regulatory reports required by local, state, and federal agencies (i.e. California Urban Water Conservation Council Best Management Practices, MWELO); maintain accurate and detailed records. Performs related duties, as assigned.


    RECYCLING

    Develop and disseminate community outreach, education, public participation, and special event materials to residents, businesses, and schools regarding recycling, composting and diversion/ reduction programs and initiatives; Provide assistance and direction to residential, commercial, school, and multi-unit building customers.

    Prepare reports and research legislation to determine what is required for compliance.

    Evaluate City ordinances related to recycling methods to decrease and/or regulate packaging waste and recommend new components and/or other revisions; proposes and evaluates recycling and diversion related projects; Perform related duties as assigned.

    Equivalent to a Bachelor's degree from an accredited college or university with major coursework in natural or environmental sciences, natural resources management, water resources management, urban planning, public administration, or a related field

    License and Certificate

    Possession of, or ability to obtain, a valid California driver's license.

    Retirement

    The City offers the CalPERS 2% at 62 formula for new CalPERS members.; OR 2.5% at 55 formula for existing "classic" CalPERS members with less than a six-month break in service from another CalPERS or CalPERS reciprocal agency.

    All employees of the Management & Professional Association will pay their CalPERS member contribution. Additional details on the City's retirement plan will be provided to candidates during the job offer process. For further information about CalPERS, please contact CalPERS directly.

    Health Plan
    The City currently offers cafeteria plan which includes medical, dental, and vision insurance coverage for employees and their dependents. In addition, the City provides life insurance and a disability plan for employees.

    Leave Time
    Vacation: 80 to 160 hours of annual vacation accrual depending on years of service.
    Holiday: 10 paid holidays per year
    Sick Leave: 96 hours per year

    Personal Holiday:
    18 hours per fiscal year
    Administrative Leave: 80 hours per calendar year (prorated based on start date)
    City employees currently work a 9/80 or 5/40 hour work week schedule.
