    The Career Coach is responsible for assisting the Antelope Valley (AV) - America's Job Center of California (AJCC) customers and participants with navigating program services, needs-related resource connection and entry into employment in targeted sectors.

    AV AJCC serves a number of populations including, Veterans, the historically unemployed or underemployed, individuals with a criminal background including those re-entering society from incarceration, transitional aged youth, homeless, incumbent workers, low skilled or wage workers, and the long term unemployed.

    Antelope Valley AJCC continuously looks for opportunities to innovate within the workforce development field and where appropriate develop and foster initiatives that include employment opportunities for the populations we serve.

    The Career Coach will work closely with the outreach, partner development and service delivery teams to identify and match participants with opportunities that result in milestone achievements and measurable outcomes for the long-term success of both the program and its participants.

    Important functions include providing individual and targeted assistance with professional development and preparation for employment, identifying and connecting participants with education, soft skills training, occupational skills training, employer-based training, supportive services, work-based training and placement opportunities, and documenting all communication and follow-up efforts with participants, partners, employers, and providers.


    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    Welcomes customers and participants; identifies needs and expectations to create a positive customer experience. Provide career counseling, basic and intensive case management services to participants enrolled into the program; follow all policies, procedures and regulations related to eligibility documentation and ensure that case files been uploaded in real-time into the CalJOBS system;


    Conduct program orientation, complete intake and eligibility determination, create Title I application for eligibility into the program; administer reading and mathematics appraisals (CASAS) to each client enrolled in WIOA Services to determine reading, math and language competencies.

    Conduct initial assessment to identify participants barriers, supportive services needs and interests/aptitudes;

    Determine basic eligibility requirements and enroll participants who have been disproportionately impacted by the COVID-19 pandemic, such as BIPOC, low income, receiving public assistance, and women, and individuals residing in areas Highest, High, or Moderate impacted by COVID-19, as reported on LA County ARDI Equity Tool;

    Maintain accurate individual case files for each registered client assuring that each file contains all required eligibility documents and meets compliance requirements with all policies and procedures;

    Provide substantial service on monthly basis to enrolled participants. Counsel participants on the local labor market, available job opportunities, training programs and other services provided by partners. Counsel participants on high growth industries, including hospitality, manufacturing/logistic, transportation, healthcare, information technology, construction, and entertainment;

    Assess job seekers' employment and training needs and abilities through interviewing, assessment and other methods; Effectively identify participant's employment needs through good judgment and interview techniques;

    Conduct workshops, job clubs and other group presentations. Workshop topics include but not limited to resume preparation, interviewing techniques, job searching strategies, navigating CalJOBS system, networking, dress for success, tips for preparing for recruitments and job fairs, etc;

    Connect participants to Work Readiness through County-approved work readiness curriculum, to enrolled participants, which is designed to prepare participants to get, keep and excel at a new job, including skills such as effective communication, problem solving, resume building, and interviewing, digital literacy, financial literacy, as well as development of good work habits that facilitate their ongoing success;


    Administer various career interest inventories and aptitude assessments to registered to determine occupational interests and career paths, including but not limited to O-Net, CareerScope, and Objective Assessment.

    Interprets a variety of assessment tools, upload documentation, and case note appropriately;

    Mutually develop a comprehensive Individual Employment Plan (IEP) with participants receiving individualize career services; identify for goals and objectives. Re-evaluate and update IEP in real-time;

    Conduct training determination with participants for needs of occupational training and/or employer based training, including but not limited to On-the-Job Training (OJT), Transitional Job (TJ), Individual Training Accounts (ITA), customized training, pre-apprenticeship and/or apprenticeship training, upgrading skills;


    Processes payroll and/or invoicing documents for all occupational and/or employer based training; for Transitional Jobs, tasks include but not limited to, requesting timesheets from employers/worksites, submitting correct timesheets to Payroll Department on timely manner, updating hours on internal tracking system and CalJOBS Generic Module, uploading timesheets into to CalJOBS system, distribution pay checks to participants, and monitor budgets.

    For OJT's, requesting invoice, check stubs, attendance/payroll records, certificate of completion, performance evaluation from employer/worksite and submitting to Fiscal Department on timely manner for reimbursement payment.

    For ITA and other trainings, requesting invoice, attendance records, certificate of completion(s) to submit to Fiscal Department on timely manner;


    Record all credential attainment and measurable skills gains into the CalJOBS system upon participants completion of short-term training, subsidized employment, employer based training, diplomas, certification, reading/math post-test results, or upgrading of skills.

    Collect and upload supporting documentation into the system;

    Provide supportive services to participants based on Financial Needs Assessment and ensure supportive services is allowable, justifiable, and necessary. Collect all essential documentation and process within real-time. Update internal tracking system with all supportive services rendered;

    Enter employment information into CalJOBS system in real-time and uploading supporting documentation, i.e. VOE, check stub, offer letter and case noting appropriately. Collaborate with Business Service Team to connect all participants to employment opportunities, conduct job matching, share recruitment/job fair flyers and job leads with participant on on-going basis, and strategize with Program Manager/Associate Director and Business Services Team when underperforming in placement rates;

    Provide twelve (12) month post-exit follow-up services for all registered participants to include retention. Verification and recording of enrollment in post-secondary education or training and credential attainment throughout the follow-up period are required;

    Maintain updated case notes on each participant and update placement records in database. Provide data reporting of participant activity as needed. Maintains timely documentation and reports according to county funded program guidelines. Responsible for timely submission and accuracy of data, case notes and reports. Submission of monthly success stories and narrative reports as requested by agency or LA County DEO;

    Knowledgeable about the range of services in the community and develops and maintains relationships with partners to deliver a comprehensive array of services to customers;

    Enter data into and otherwise use and process participants through the participant information system through CalJOBS within real-time as required, and update internal tracking systems;

    Provides referrals to community partner/agencies/resources as necessary;

    Meet and exceed performance and outcome goals as set by the county funding agency and abide to contract requirements. Abide by Los Angeles County Department of Economic Opportunity (DEO) program directives and all federal guidelines and mandates;

    Attend all internal, partner and County training and/or meetings when scheduled.

    JOB REQUIREMENTS

    Must have experience providing services to highly vulnerable populations. Skilled in one-on-one individual services, facilitating groups, and working with diverse population is essential. Have fluency in Microsoft Office software and other relevant software. Case management experience is essential. Knowledge of resume preparation, interviewing skills, and coaching participant for job readiness. Must be detail oriented and have the ability to write clear, concise, professional case notes.

    Must be able to read and write effectively to follow and understand procedures and communicate necessary information (excellent organizational skills).

    Must be flexible, reliable, dependable and able to work in team environment. Demonstrate positive attitude, ability to use good judgment, interpersonal skills
    .

    PHYSICAL REQUIREMENTS/WORKING CONDITIONS

    Office or classroom setting work environment. Must be able make presentations and work on a computer for extended periods of time.

    Must also have a valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    Ability to work a flexible schedule, including some evenings and weekends


    EDUCATION/CERTIFICATION/LICENSURE

    Preferred BA or BS degree in Career Counseling, Psychology, Socially, Business Administration, or other related field.

    Bilingual in Spanish or other community based language is preferred.
