    The purpose of this job is to manage risk to City of Columbia's assets, including employee, property, financial, data, and reputation, through the analyses of risks, risk transfer, and risk control options. Implements appropriate options, monitors results, and makes modifications as needed. Handles all city claims and supervises Risk Management staff.

    Essential Duties and Responsibilities - The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description

    • Supervises, manages, and evaluates assigned employees and makes decisions about hiring, and discipline of employees; prioritizes and assigns work; develops and oversees employee work schedules and approves time away from work; provides and/or facilitates employee training and development; addresses employee concerns and/or problems; counsels and/or disciplines as appropriate; completes employee performance appraisals; determines or makes recommendations regarding new hire salaries; and acts as liaison between employees and management.
    • Manages all city claims, including claims paid through self-insurance fund and covered by excess insurance providers.
    • Identifies and implements risk control options to eliminate, reduce, and/or control losses.
    • Selects and monitors insurance and claim management services.
    • Protects city assets through review, recommendations, and monitoring of language in contracts, agreements, and bid requirements.
    • Evaluates current and proposed federal and state legislation impacting city obligations or liabilities for insurance, safety of employees and public, litigation exposures, and loss reserves; makes recommendations as appropriate.
    • Serves on boards and committees, participates in professional groups, provides educational programs, represents city, and provides required reports to state agencies.
    • Regular attendance is a necessary and essential function.
    • Performs other duties as assigned.

    Supervisory Responsibilities

    • Work requires supervising and monitoring performance for a regular group of employees (2 or more full-time employees) including providing input on hiring, issuing formal discipline, conducting performance evaluations, and realigning work as needed. Such authority is not merely of a routine or clerical nature but requires the use of independent judgment.

    Fiscal Responsibility

    • Position has limited fiscal responsibility.
    • Assists in the collection of data in support of recommendations for departmental budget allocations. Monitors division or program/promotional level budget and expenditures.

    Education and Experience - An equivalent combination of education, training and experience will be considered

    Education and Experience

    • Bachelor's Degree in Risk Management, Business Administration, Public Administration, or related field.
    • 3 to 5 years' experience in insurance, risk control, contracts, civil litigation, property coverages, or related field.
    • Previous supervisory experience preferred.

    Licenses or Certifications

    • Valid driver's license.
    • Associate in Risk Management (ARM) designation preferred.
    • Certified Risk Manager (CRM) preferred.

    Knowledge, Skills and Abilities which may be representative, but not all-inclusive of those commonly associated with this position

    Knowledge of

    • State of Missouri workers' compensation statutes and workers' compensation division protocols.
    • Insurance language, protections, and limitations.
    • Claims management.
    • Business and management principles involved in strategic planning, resource allocation, and/or production methods.

    • Monitoring and assessing the performance of employees or organizations to make improvements or take corrective action.
    • Developing and maintaining effective working relationships.
    • Communicating verbally and in writing to meet the needs of the audience.
