- Supervises, manages, and evaluates assigned employees and makes decisions about hiring, and discipline of employees; prioritizes and assigns work; develops and oversees employee work schedules and approves time away from work; provides and/or facilitates employee training and development; addresses employee concerns and/or problems; counsels and/or disciplines as appropriate; completes employee performance appraisals; determines or makes recommendations regarding new hire salaries; and acts as liaison between employees and management.
- Manages all city claims, including claims paid through self-insurance fund and covered by excess insurance providers.
- Identifies and implements risk control options to eliminate, reduce, and/or control losses.
- Selects and monitors insurance and claim management services.
- Protects city assets through review, recommendations, and monitoring of language in contracts, agreements, and bid requirements.
- Evaluates current and proposed federal and state legislation impacting city obligations or liabilities for insurance, safety of employees and public, litigation exposures, and loss reserves; makes recommendations as appropriate.
- Serves on boards and committees, participates in professional groups, provides educational programs, represents city, and provides required reports to state agencies.
- Regular attendance is a necessary and essential function.
- Performs other duties as assigned.
- Work requires supervising and monitoring performance for a regular group of employees (2 or more full-time employees) including providing input on hiring, issuing formal discipline, conducting performance evaluations, and realigning work as needed. Such authority is not merely of a routine or clerical nature but requires the use of independent judgment.
- Interactions may result in decisions regarding implementation of policies. Contact may involve support of controversial positions or the negotiation of sensitive issues or important presentations. Contacts may involve stressful, negative interactions with the public requiring high levels of tact and the ability to respond to aggressive interpersonal interactions.
- Interactions have significant impact on the organization in terms of time, money, or public/employee relations.
- Position has limited fiscal responsibility.
- Assists in the collection of data in support of recommendations for departmental budget allocations. Monitors division or program/promotional level budget and expenditures.
- Bachelor's Degree in Risk Management, Business Administration, Public Administration, or related field.
- 3 to 5 years' experience in insurance, risk control, contracts, civil litigation, property coverages, or related field.
- Previous supervisory experience preferred.
- Valid driver's license.
- Associate in Risk Management (ARM) designation preferred.
- Certified Risk Manager (CRM) preferred.
- State of Missouri workers' compensation statutes and workers' compensation division protocols.
- Insurance language, protections, and limitations.
- Claims management.
- Business and management principles involved in strategic planning, resource allocation, and/or production methods.
- Monitoring and assessing the performance of employees or organizations to make improvements or take corrective action.
- Developing and maintaining effective working relationships.
- Communicating verbally and in writing to meet the needs of the audience.
- Compile, organize, interpret, and communicate data and results concisely.
- Apply logic and reasoning to evaluate the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
- Create and present reports.
- Handle difficult and stressful situations with professional composure and maintain effective interpersonal relationships.
- Effectively plan and delegate the work of others and to train and supervise the work of others
- Regularly use a computer, software, phone and related office equipment.
- Focus on tasks.
- This position is relatively free from unpleasant environmental conditions or hazards and is generally sedentary.
- Incumbents may be required to exert up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
