Job Overview:
The Public Safety & Emergency Management (PSEM) Project Manager plays a pivotal role in overseeing and leading projects focused on technical implementation within the PSEM division.
The Project Manager ensures the coordination of technical details among various engineering and operational support teams, essential for supporting proper processes within the PSEM division.
Scope of Services:
- Manage endtoend implementation and deployment of networks supporting Public Safety & Emergency Management (PSEM) systems.
- Oversee successful migration of all Service Providers providing services to PSEM 911 systems.
- Determine and define project approach, resource requirements, team roles and responsibilities.
- Develop and review estimates and assumptions for project's schedule, effort, and cost.
- Create scope statements, weekly status reports, risk and issues log, and other project deliverables.
- Manage project throughout entire implementation and development lifecycle.
- Manage risks and issues and develop risk mitigation strategies.
- Create and manage project and communication plans.
- Plan, track, and drive infrastructure solution.
- Work closely with executive level leadership, internal and external stakeholders.
- Provide oversight and management of blended teams of independent consultants and staff.
- Ensure adherence to PMO methodology and development standards.
- Engage in PMOrelated functions including monitoring budget, communication plans, risk management, etc.
- Participate in review of project artifacts including technical requirements, architecture, testing documentation.
- Manage development of training plans and future support needs.
- Manage project close out and transition of all project artifacts and knowledge transfer.
- Support ongoing process improvement and adherence to PMBOK and OTI PSEM published project methodologies.
- Report project status to senior management within the Program, OTI, and stakeholder agencies.
- Support Director of Project Management with PMO functions.
- Address client concerns, escalate project risks and issues, manage to resolution.
- Manage special projects and initiatives as assigned.
Mandatory Skills/Experience:
- Baccalaureate degree from an accredited college.
- Minimum 8 years' experience project managing IP Networks, 7layer model, TCP/IP Technologies.
- Functional understanding of routing protocols and data delivery techniques.
- Minimum 8 years' experience overseeing medium to large scale projects.
- Proficient in MS Word, MS PowerPoint, MS Project, MS Visio.
- Project Management experience including project planning, scheduling with significant project dependencies.
Desirable Skills/Experience:
- PMP Certification.
- Project Management experience managing third party service providers.
- Solid technical experience in a largescale enterprise environment for Emergency services.
