The Division of Energy, Housing, and Community Resources (DEHCR), Weatherization Quality Assurance Section is recruiting for one Program and Policy Analyst at the Advanced level to support the programs operated under the Home Energy Plus umbrella.

Home Energy Plus programs include the Wisconsin Home Energy Assistance Program (WHEAP), the Weatherization Assistance Program (WAP) and the Program Development Section which consists of the Emergency Furnace, (EF), Water Conservation and Heating Ventilation Air Control (HVAC).

These are large statewide programs with combined annual budgets over $210 million.

The weatherization program serves over 6000 households statewide and is designed to increase the energy efficiency of dwellings owned or occupied by low-income persons.

Delivery of weatherization services is through a network of 17 local non-profit Community Action or local government agencies. The Wisconsin Home Energy Assistance program is delivered through contracts with counties, tribes and local non-profit agencies. Over 210,000 households are served annually.


The WHEAP has multiple components:
heating and electric assistance programs, emergency and prevention assistance programs. The program targets assistance based on need, encourages energy efficiency, and encourages individual responsibility for bill payment. WHEAP programs assist low-income households in meeting their needs for affordable home energy.


This position is located at the Department of Administration (DOA) building in the heart of downtown Madison, near the state capitol, the Madison Metro bus route, the Capital City bike path, and a lot of restaurants and shopping venues.

Position Summary:


Under the general direction of the Quality Assurance Manager, this position is the Bureau's primary representative to grantees/Community Action Agencies (CAPs)/organizations for the Division of Energy, Housing and Community Resources (DEHCR) Weatherization Assistance Program (WAP).

This position provides significant administrative, fiscal and program consultation to City, County and Community organizations.

The position has major responsibilities in providing technical consultation/review/guidance on the WAP, Wisconsin Home Energy Assistance Program (WHEAP), and Program Development program issues, contract negotiation and administration, program implementation, monitoring, and policy development.

The incumbent is also responsible for assuring that services of a quality level are integrated, available, accessible, and efficiently delivered to people who are eligible for participation.

Weatherization services are provided in homes occupied by low-income families to help reduce home energy costs.

These services are available statewide through a variety of organizations, such as Community Action Agencies (CAP's), local governments, housing authorities, and other community-based groups.

This position serves as a primary contact for assigned organizations and back-up to other staff in providing critical and timely response to customers.

Local program operators evaluate each property to determine what weatherization activities are appropriate for that structure.

A computerized audit system or measures list determines the work to be done in the households to ensure the highest energy savings with the most cost-effective measures.

Activities of the program often include attic, sidewall and floor insulation, repair or replacement of inefficient appliances, inefficient or unsafe furnaces, and water heaters,

and installation of devices to ensure a safe and healthy home environment for households that are served.

Salary Information:

Starting hourly rate for this position will be $30.00-$38.00 per hour depending on qualifications and experience, plus excellent benefits.

This position in this classification (Program and Policy Analyst-Advanced) is assigned to pay schedule/range A 12-month probationary period is required.

Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.
