We are seeking an experienced
Program Manager to oversee the operational planning, establishment, execution, and evaluation of a multifaceted program/project typically consisting of a set of closely related sub-programs or associated activities.

The
Program Manager will support multiple Marine Corps efforts supporting the modernization of the Marine Corps Recruiting Information Support System (MCRISS) and TDM-CATALYST programs overseeing the planning, execution, and delivery of complex software projects following government requirements and ensuring they align with business goals, are delivered on-time, and within scope and budget.


Responsibilities:


  • Lead and motivate the program team, fostering a collaborative and productive environment.
  • Coordinate the efforts of team members as well as subcontractors and contractor vendors, as applicable.
  • Communicate program status, risks, and issues to stakeholders, providing regular updates and reports.
  • Serve as principal point of representation and liaison with external constituencies on operational matters.
  • Oversee the fiscal, operational, administrative, and human resources management of the program.
  • Serve as the government's point of contact and provide technical supervision and guidance to all contractor personnel assigned to the program.
  • Responsible for program deliverables, including timely submissions of status reports and management of funding/burn rate for surge support.
  • Incorporate best industry practices, and implementation tools, and integrate quality control across every aspect of project management, including planning, execution, surveillance of work, acceptance, rejection, documentation, resolution of deficiencies, corrective actions, and project closeout.
  • Drive continuous improvement to enhance program delivery processes and practices
  • Participate in business development activities, including but not limited to preparation and review of technical and cost proposals.
  • Ensure compliance with relevant corporate and government policies and standards.
  • Prepare and provide various reports and technical reviews to senior management as requested.
  • Other duties as assigned.

Qualifications:

  • Bachelor's degree and 7+ years of Program Management experience, specifically managing complex technical programs OR
  • High school diploma or GED equivalent and 4+ years of additional relevant experience can be used instead of a degree
  • PMP certification required
  • Secret clearance required

Knowledge, Skills, and Abilities

  • Familiar with SDLC best practices and methodologies (e.g., Agile, SAFe, Scrum, Waterfall)
  • Proficiency with program management tools (e.g., Microsoft Project, Jira, Confluence)
  • Possess extensive experience in the full complement of program management life cycle activities and can provide management and liaison support to senior leaders that enable program success.
  • Excellent communication skills (both written and oral), strong customer service and excellent interpersonal skills, ability to listen and understand what is being described by the end user as well as the ability to explain problem resolutions when necessary.
  • Possess and maintain a valid state operator's license.
  • Ability to occasionally work after hours and/or as oncall support.
  • Ability to meet minimum security clearance requirements.
  • Ability to travel up to 10% of the time.
