The Manager, Business System Analyst & User Acceptance Testing oversees the Business System and UAT analysts and processes that are critical to the delivery of new solutions and enhancements to IEHP.

This position will manage the team, setting and tracking individual objectives and coaching Team Members.

The incumbent is responsible for promoting best practice methods and communicating clearly with the team to ensure daily tasks are prioritized.

The manager is responsible for Team Members' work within the context of a formal project delivery framework and team delivery of quality work on time and within budget.

The role harnesses strong stakeholder management skills to provide leadership and support to meet the requirements of the program and projects.

This position provides expertise in the modelling/mapping of business processes, assessing requests for changes, capturing business requirements, or planning the testing of a new IT systems.


Key Responsibilities:


  • Manage, lead, and mentor a Business Analyst Team to provide best practice Business Systems Analysis and User Acceptance Testing (UAT) practices to define and deliver software solutions that are robust, scalable, and compliant with federal & state regulations.

Set team and individual goals:
lead, coach, and line manage a team of Business Analysts to achieve IEHP, team and individual objectives.

  • Provide oversight to ensure business stakeholder engagement from requirements, UAT planning, UAT scenarios identification and test execution perspective and be the key contact between business and technical teams.
  • Provide expertise in the modelling/mapping of business processes, assessing requests for changes, capturing business requirements or planning the testing of a new IT system working within the context of a formal project delivery framework. Harness strong stakeholder management skills to provide leadership and support to meet the requirements of Programs and Projects.
  • Partner with Product Owners and Stakeholders to define user stories, ensuring they are clear, concise, and aligned with business goals.
  • Collaborate with development teams to prioritize and refine backlogs, focusing on critical system requirements that enhance user experience and operational performance.
  • Communicate clearly with the team and empower team engagement and process improvement to ensure tasks are prioritized and issues are managed.
  • Establish, curate, and lead the continuous development of the team to be a Business Analysis Center of Excellence (BACoE).
  • Establish and track metrics to demonstrate Department maturity and SLAs.
  • Manage responsible documentation related to system configurations, processes, and compliance with all regulatory standards.
  • Lead standardizing the expected quality, format, and presentation of artifacts, through training and artifact templates and ongoing assessment of artifacts produced.
  • Manage team resources and budgets, and monitor deliverables to ensure client needs are met successfully and in a timely manner.
  • Any other duties as required ensuring Health Plan operations are successful.

Education & Experience

  • Bachelor's degree in Computer Science, Information Management or similar technical field from an accredited institution required.
  • Working within the BCS/ISEB Business Analysis Framework.
  • Setting Process Modelling standards and training others in these.
  • Unified Modelling Language (UML) and Business Process Model and Notation (BPMN).
  • Managing competing stakeholder priorities and interests and providing effective challenge.
  • Running workshops to define requirements and develop processes.
  • Process development and optimization.
  • Managing stakeholders (internal and external to the team).
  • Line management, coaching, and mentoring.
