    ** Summary**

    The position is located in the Office of Policy & Planning, Federal Railroad Administration (FRA) in Washington, D.C. You will serve as the Chief, Program and Policy Development Division the mission of which is to coordinate the development and advancement of policy, legislative proposals, and budget formulation, as well as oversee the development of discretionary grant programs, including Notice of Funding Opportunity (NOFO) Development and Project Selection process.

    **Responsibilities**

    **The Supervisory Transportation Analyst**:

    + Coordinates across FRA to ensure an integrated, consistent approach to analyzing and recommend national rail policies and legislative proposals, including reauthorization proposals, policy input to the Presidents annual budget submission to Congress, and other DOT policy proposals.

    + Oversees the formulation of strategies for developing grant programs authorized by Congress (e.g., Fixing America's Surface Transportation Act or the FAST Act) including program structure, policies, application/program evaluation criteria, and application of technical assistance approaches.

    + Directs a team of transportation industry analysts developing policy proposals, program guidance, and geographic information systems to inform policy development.

    + Provides leadership as it relates to the use of Federal and State laws, regulations, rules and practices as assigned by Congress and delegated by the Secretary of Transportation and the FRA Administrator. The **ideal candidate** possesses an in-depth understanding of policy development, discretionary grant programs, and preparing agency Congressional Budget Justifications. The candidate should also have experience managing multiple personnel and stakeholder relationships, and require little to no training in the development of complex transportation policies and programs. S/he should possess a high amount of energy, passion for the job, and be willing to achieve the organization's goals.

    + **TIME-IN-GRADE:** Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

    To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.

    **To qualify for the Grade 15**, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

    + Experience developing, analyzing, and reviewing transportation policies and developing transportation programs and associated agency budgets.

    + Experience coordinating work activities to develop new policy proposals and goals associated with the developing Federal financial assistance programs. **KNOWLEDGE, SKILLS AND ABILITIES (KSAs):** Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
