The duties listed below are not all of the duties that may be assigned but are those that are considered as essential for an employee to perform.


  • Assists the public by explaining NC State Property Tax Laws. Advises of actual or potential tax liability and procedures for listing, appealing, and paying tax bills. Assists with the completion of individual/business personal property listings.
  • Appraises property using state trending schedules or other valuation methods, researches and corrects mailing addresses, and performs other database maintenance. Responsible for the processing of commercial/industrial listings.
  • Utilizes various websites and other resources, such as social media, in search of new businesses to set up or update existing accounts.
  • Review business listings and records to determine if the property has not been listed in current or prior years. Conducts onsite visits with business owners or representatives and reviews current or past accounting & financial records to determine compliance with tax laws.
  • Participates in canvassing projects.
  • Proposes discoveries for property that is not listed or underlisted. Calculates taxes and penalties owed for estimates. Creates tax bills for taxes and penalties owed. Testifies and/or defends action taken during an appeals process hearing with the Board of Equalization and Review.
  • Attends public speaking engagements.
  • Other duties may be required by Supervisor.

Minimum Qualifications_


Personal Property Appraiser I:


  • An associate degree in accounting, business, or a field related to appraisal and two (2) years of experience in appraisal of individual & business personal property.
  • An equivalent combination of education and experience will be considered.
  • NCDOR certification as a Personal Property Appraiser I is preferred and must be obtained within two (2) years of employment.
  • UNC SOG Fundamentals of Property Tax Collection, IAAO 101, and IAAO 500 must be completed within four years of employment.

Personal Property Appraiser II:


  • An associate degree in accounting, business, or a field related to appraisal and five (5) years of experience in appraisal of individual & business personal property.
  • An equivalent combination of education and experience will be considered.
  • Must have NCDOR Personal Property Appraiser I certification.
  • UNC SOG Fundamentals of Property Tax Collection, IAAO 101, and IAAO 500 must be completed within two years of employment.

A valid driver's license is required.

Additional Information_


Pay Scale

  • Personal Property Appraiser I: $ $37.91 per hour
  • Personal Property Appraiser II: $ $40.35 per hour

Minimally qualified applicants will be brought in at 25% of the salary range:_

  • Personal Property Appraiser I $26.20/hour
  • Personal Property Appraiser II $27.89/ hour

The applicant selected must undergo a criminal background check and pass a drug screening test prior to employment.

Pay:
