UTILITY ACCOUNT SPECIALIST II

DUTIES AND FEATURES OF THE CLASS:

The employee in this class performs complex technical and skilled tasks relating to all new and existing water and wastewater service, in adherence with all federal, state, and local laws, codes, and regulations.

Work is performed both in the office and in the field under general supervision
. Employee may be assigned specific water and wastewater districts and will be responsible for all accounts within those areas.


EXAMPLES OF WORK:


Obtains information via field checks, building plans and assessment records in order to create customer utility accounts; responsible for all account creations and changes for proper billing; compiles and calculates Equivalent Dwelling Unit (EDU) and front foot assessment information used to determine project costs and the establishment of rates for new districts and annexations; provides information and responds to complaints of current and future residential water and wastewater customers, realtors, developers, as well as those in regard to commercial assessments; confirms the status of land development projects are in order so permits may be issued by working collaboratively with all divisions of Engineering, Billing, and Assessment; works at referendums and public hearings during weekend and evening hours, and attends court proceedings and Board of Appeals as required; disseminates information pertaining to parcel splits to multiple departments in order to assure accurate billing, service, capacity, and/or notification of any required purchase order jobs; dispenses, records, and tracks all oversizing credits; monitors and records impact fees, waivers, and system connection charge credits; reviews plans for the purposes of establishing valuation and computing system connection charges on new commercial properties and for any change of use on existing commercial properties; visits commercial establishments to field check and verify assessments; meets with building contractors, architects, engineers, and the general public to explain permit processes, ordinances, requirements, county codes, and departmental procedures pertaining to Sussex County Sewer Districts; licenses and bonds all Sussex County plumbers and haulers; issues and schedules sewer/water permits such as connection permits, bulk user permits, and grinder pump installation permits and processes permits upon their finalization; composes letters regularly in reference to connections, violations, field work, construction, customer questions, etc.; performs financial transactions including establishing payment plans, generating invoices and receipts, and calculating, collecting, and recording fees.


REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:


QUALFICATIONS:


Minimum High School diploma or GED with at least two (2) years experience as a Utility Account Specialist I or any equivalent combination of education and experience which provides the required knowledge, skills, and abilities; must have excellent verbal and written communication skills; strong customer service skills; must be proficient in Microsoft Office (Word, Excel, and Outlook); excellent organizational skills.
