Main Purpose of Job:

The main purpose of this full-time position will be to serve as the Department's Socioeconomic Programs Liaison.

The position will be responsible for the development and implementation of policies, procedures and guidelines to facilitate an effective and efficient department-wide Socioeconomic Programs.

As the Socioeconomic Programs Liaison, this position will also serve as a link between MDH, the Governor's Office of Small, Minority & Women Business Affairs (GOSBA) and the Maryland State Legislature.

This position will advise and make recommendations to the Secretary, Deputy Secretaries, Program Heads, Program Directors and CEOs of MDH facilities on issues related to the Socioeconomic Program Liaison.

Additionally, this position will attend socioeconomic and procurement-related meetings, conduct research, prepare reports on issues to be reviewed by MDH Executive Management and other MDH stakeholders for corroboration and consistency in the implementation of the socioeconomic programs.

This position is a member and coordinator of the Secretary's Executive Management Team on socioeconomic programs. This position will be responsible for chairing the Department's Procurement Review Group (PRG). This Socioeconomic Programs Liaison position will be responsible for outreach to Maryland's Historically Black Colleges and Universities (HBCUs).

As part of the Department's Partnership initiative with the State's HBCUs the goal is to expand their participation and promote and increase economic inclusion and increase equity in the solicitation process.

The Socioeconomic Programs Liaison will also foster relationships with all of Maryland's HBCUs and develop an HBCU outreach program and equity action plan geared toward encouraging alliances that will create revenue-generating opportunities for the State's minority-serving institutions.


This position will be responsible for outreach to Certified Local Farm and Fish providers to engage and connect these providers with MDH facilities.

The goal is to promote and increase economic inclusion and equity when purchasing food products for our facilities.

In addition, this position will foster relationships with certified local farm and fish providers, develop an outreach program, and work with MDH facilities to create revenue-generating opportunities for the State's certified local farm and fish providers.


PLEASE NOTE:
This position is hybrid telework eligible.


MINIMUM QUALIFICATIONS:


Education:
Graduation from an accredited high school or possession of a high school equivalency certificate.


Experience:
Six years of administrative staff or professional work.

DESIRED OR PREFERRED QUALIFICATIONS:


  • Experience with Maryland's socioeconomic procurement programs, including but not limited to: Minority Business Enterprise, Veteran-Owned Small Business, Small Business Reserve, Green Purchasing, and Local Farm and Fish.
  • Networking experience, with both internal and external customers.
  • Experience working with various reporting and data management platforms.
  • Experience scrubbing data and compiling and completing reports.

LICENSES, REGISTRATIONS AND CERTIFICATIONS:

Employees in this classification may be assigned duties which require the operation of a motor vehicle.

Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
