    Position Overview

    Under the supervision of the Chief Real Estate Officer, the Construction and Modernization Manager facilitates the entire construction project management process by: Identifying capital needs of existing properties and proposing work to be completed; working closely with development partners, architects and engineers on plans and specifications; preparing bid documents and coordinating bidding procedures; coordinating work to be performed with contractors and subcontractors; oversee the construction of all capital projects; reviewing and approving periodic and final estimates of payment; and assisting with the planning for relocation of residents. Responsibilities also include general supervision of the Modernization Inspectors regarding work distribution, safety, compliance, and enforcement of policies.

    Duties and Responsibilities

    1. Manage the construction for all capital improvement projects for the Authority to include, but not limited to, the Low-Income Housing Tax Credit (LIHTC), Rental Assistance Demonstration (RAD), and Capital Fund Program (CFP) projects.

    2. Assists with preparation and review of various documents needed for LIHTC and RAD applications and closings.

    3. Prepares Requests for Proposals (RFP) for the qualification of architects, engineers, general contractors, etc.

    4. Assists architects and engineers with the preparation of drawings and specifications for bid packages.

    5. Prepares scope of services and specifications for smaller projects without assistance from architects and engineers.

    6. Coordinates the preparation and issuance of all contract documents such as construction and bid documents, contract awards, contract changes, and time extensions.

    7. Oversees design and implementation of plan development and construction work schedules, providing the Chief Real Estate Officer and others with progress reports.

    8. Monitors and reviews all information received from architects and contractors for accuracy, timeliness, relevancy, and thoroughness. Helps establish time frames, budget parameters, completion dates and other needed project parameters.

    9. Reviews drawings, specifications, and scope of work in bid packages prior to pre-bid conferences.

    10. Prepares pre-bid conferences and provides information to prospective bidders.

    11. Receives and reviews bids and prepares recommendations for the Chief Real Estate Officer and the Chief Executive Officer.

    12. Coordinates the preparation of contracts, letters of intent, and notices to proceed.

    13. Communicates to architects and contractors all project and organizational requirements, e.g., insurance, liabilities, etc., and ensures that these requirements are mutually observed in all contractual relationships.

    14. Facilitates appropriate relationships between architects, engineers, and contractors during the construction phase of a project, providing options for Authority decisions where necessary.

    15. Conducts on-site visits and monitors all construction progress for observance of contract requirements and timetables.

    16. Conducts follow-up inspections with contractors on all construction projects.

    17. Coordinates changes to contract, materials, and field conditions with architect or engineer.

    18. Oversees contract settlement documents, assuring appropriate warranty delivery.

    19. Resolves disputes and claims or refers to the Chief Real Estate Officer for resolution.

    20. Monitors and ensures that target dates are met.

    21. Estimates percentage of work completed; reviews and verifies amounts of the contractors' periodic payments.

    22. Coordinate permitting, zoning, and environmental studies for projects as required.

    23. Attend meetings with city officials on the Authority's behalf for variance and rezoning requests to include, but not limited to, the City Council, Planning Advisory Commission, and Board of Zoning Appeals.

    24. Attends and presents at various Authority meetings to include Board of Commissioners and resident meetings.

    25. Oversees HQS (soon to be NSPIRE) inspections for all RAD properties.

    26. Ensures Housing and Urban Development (HUD) requirements are being met such as Davis-Bacon and Section 3 by inserting appropriate language into contracts, reviewing certified payrolls, conducting on-site interviews, and monitoring contractor implementation.

    27. Coordinates and prepares HUD environmental reviews and assessments as required for the Capital Fund Project and other federal construction programmed activities.

    28. Coordinates and prepares Capital Fund Program Annual and Five-Year Action Plans for Authority and Remote locations. Enters Plans into EPIC. Monitors the Capital Fund Program to ensure compliance with HUD regulations.

    29. Coordinates and prepares the HUD Semi-Annual Labor Report for the Authority and Remote locations.

    30. Coordinates and prepares the Georgia Annual Immigration Report using E-verify.

    31. Coordinates and prepares changes to PIC caused by modernization work.

    32. Prepares Annual E-PIC (Energy) improvement reports.

    33. Completes physical needs assessments and other assessments of properties on an as-needed basis.

    34. Coordinates the gas meter and annual gas leak testing for the Authority and the Remote locations.

    35. Coordinates the Georgia 811 Utility Locate responses and GIS Mapping.

    36. Monitors daily operations of staff by providing guidance related to adherence to policies and procedures for supervisory staff. Ensures appropriate distribution of workloads between crews, reviews candidates for internal promotions and external hires, administers departmental safety program and motivates staff to work safely.

    Required Knowledge and Abilities

    1. Knowledge of the general operations and procedures of a Public Housing Agency (PHA).

    2. Knowledge of the purposes, policies, and regulations of the Housing Authority as established by the Board of Commissioners.

    3. Knowledge of all phases of housing construction, planning, and costing. Must be an effective contract and project manager.

    4. Knowledge of building design and construction.

    5. Knowledge of the objectives, programs, budgetary needs, and organizational structure of the Housing Authority.

    6. Knowledge of the layout of Housing Authority facilities, and all applicable building codes and housing standards.

    7. Knowledge of applicable HUD rules and regulations concerning modernization, procurement, and contract administration.

    8. Knowledge of modern office equipment including copiers, personal computers, mainframe terminals, calculators, facsimile machines, etc.

    9. Ability to understand, act on, and interpret policies, regulations, and procedures as set forth by the Housing Authority and/or HUD.

    10. Ability to plan, organize, and develop a variety of operational and management programs and procedures.

    11. Ability to orient other workers and to explain organizational policies, rules, regulations, and procedures.

    12. Ability to evaluate performance of subordinates accurately, correct deficiencies, and to guide, replace, and assign personnel.

    13. Ability to establish, monitor, and achieve objectives through skillful delegation of duties.

    14. Ability to estimate building and repair cost and to prepare specifications for new purchases for equipment and supplies.

    15. Ability to read plans, inspect grounds and dwellings, and evaluate quality of construction in accordance with prescribed specifications.

    16. Ability to plan, organize, review, and administer construction contracts.

    17. Ability to compile thorough and accurate reports concerning modernization events and progress.

    18. Ability to effectively communicate both orally and in writing.

    19. Ability to establish and maintain effective working relationships with co-workers, vendors, consultants, contractors, architects, residents, HUD, and local, state, and federal officials; ability to communicate with people from a broad range of socio-economic backgrounds.

    20. Ability to work in less-than-ideal conditions, e.g. noise, high traffic areas, etc.

    21. Adheres to safety standards by wearing protective equipment: hard hat, safety glasses, and ear protection, when necessary.

    Minimum Education, Training, and/or Experience

    Graduation from an accredited four year college with major course work in architecture, engineering, construction, construction management, or related with at least six (6) years' experience in building design, monitoring of architectural practices, construction, and financing or any equivalent combination of education, training and experience to meet the required knowledge and abilities.

    Physical Requirements

    1. Ability to physically walk and survey construction sites to conduct inspections.
    2. Ability to work/inspect in wet, damp, hot, cold, high, or dusty places.
    3. Ability to climb ladders up to 28 feet tall.
    4. Ability to stoop and kneel to gain access to work areas.
    5. Ability to work while standing for extended periods of time.
    6. Ability to lift up to 30 pounds from floor to overhead.

    Special Requirements

    1. Possession of a valid driver's license.
    2. Must be bondable.
