    Job Description

    Position Overview

    As a Relationship Officer reporting to the Comptroller, you will play a key role in supporting the grant accounting activities of our organization. Your responsibilities will include coordinating accounting functions for grants received from HUD and other agencies, requiring strong initiative, financial analysis skills, and clear communication with stakeholders outside the Finance Department.

    Duties and Responsibilities

    • Manage accounting tasks for all grants awarded to the organization.
    • Collaborate with the Modernization Manager to schedule fund availability dates for progress payments.
    • Aid in budget revisions and annual expenditure reports for modernization programs.
    • Ensure accuracy of Federal grant program records and reconcile estimates before CFO approval.
    • Handle fund requisitions and reimbursements using HUD's electronic transfer system.
    • Prepare reports for Board meetings and internal use.
    • Assist in financial forecasting and monitoring compliance with HUD regulations.
    • Maintain accounting files and documents for various grant programs.
    • Follow procurement policies for invoice payment processing.
    • Coordinate with team members for various financial activities.
    • Manage contractor payments and invoices for redevelopment projects.
    • Submit loan advance requests and reconcile bank statements.
    • Handle cash deposits for rental properties.
    • Prepare journal entries and financial reports for Board meetings.
    • Manage contract database and perform other related duties as needed.

    Required Knowledge and Abilities

    • Understanding of Public Housing Agency operations and procedures.
    • Familiarity with accounting principles and reporting requirements.
    • Proficiency in modern office equipment and accounting software.
    • Ability to make accurate arithmetic calculations and follow procedures.
    • Effective communication skills and ability to work under pressure.
    • Knowledge of purchasing methods and public procurement regulations.

    Minimum Education, Training, and/or Experience

    Completion of at least two years of college or business school training specializing in accounting with four or more years' experience in bookkeeping or accounting, or equivalent.

    Physical Requirements

    Ability to operate various office machines and lift objects up to 20 pounds.

    Special Requirements

    • Valid driver's license.
    • Eligibility for the organization's fidelity bond.
