Minimum Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:

This title includes a traineeship opportunity and applicants will be appointed to the appropriate level** based on their experience and education.


Required experience:

gathering, preparing and updating financial data, financial reports, and records; or reconciling accounts and data, reviewing accounting and auditing reports, and verifying accuracy of calculations, balances, and supporting documentation; or assisting accountants or auditors conducting financial and program audits by counting, verifying, and reconciling inventory and cash on hand, determining and verifying the accuracy and propriety of transactions, records, reports, and statements.

**Accountant Aide trainee level requirements:

  • Accountant Aide Trainee 1 (equated to SG09): 6 semester credit hours of accounting, auditing, or taxation courses and one year of required experience.
  • Accountant Aide Trainee 2 (equated to SG11): 9 semester credit hours of accounting, auditing, or taxation courses and 18 months of required experience.
  • Accountant Aide, SG13: 12 semester credit hours of accounting, auditing, or taxation courses and two years of required experience.


Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 7 or above and eligible for transfer under Section 70.1 of the Civil Service Law.


Duties Description

Duties include, but are not limited to:

  • Assist with bank reconciliations.
  • Assist with financial analysis for OGS and hosted agencies.
  • Download Monthly Financial Reports.
  • Prepare Agency Overtime Reports.
  • Generate agency rosters.
  • Report on targets and position fills.
  • Prepare and monitor billings and verify the accuracy of invoices paid.
  • Prepare and submit journal entries in the Statewide Financial System.
  • Monitor B1184 approvals in the ASCA system.
  • Coordinate Budget Request Compilation.
  • Research data needed to pay invoices.
  • Monitor Agency ITS Invoices.
  • Coordinate HBITS/Strategic Source Bills.
  • Assist with Budget Errors.
  • Assist with mail distribution as scheduled.
  • Maintain and verify appropriations summary.
  • Verify Cash Disbursement Summaries.
  • Monitor Hosted agency reporting and reimbursement requests.
  • Create and manage Program Org. Codes.
  • Provide support to the Budget Unit.
  • Scan Documents.
  • Perform other duties and special projects as assigned.

Additional Comments


At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam.

Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State.

While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
