    POSITION DUTIES

    The main purpose of this position is to perform entry-level and/or advanced level of Human Resources in Classification and Compensation and Recruitment for the Maryland Department of Health (MDH) – Howard County Health Department (HCHD).�\r
    \r
    \r
    This position works under the supervision of the Deputy Director of Human Resources and serves as an HR generalist with a focus on classification and compensation and recruitment for the Department's 270+ State merit and contractual employees and interns.� The HR Specialist/Officer provides oversight and guidance on classification and compensation issues and requests as well as recruitment from requisition to hire and onboarding.� The�HR Specialist/Officer�also provides guidance on other HR related areas such as employee relations, benefits, retirement, and medical services as needed.� This position interprets and applies HR related laws, regulations, policies and procedures relevant to the State Personnel Management System.� The incumbent maintains confidentiality for all HR related activities and discussions.\r

    20% Classification and Compensation:\r
    \r
    \r
    \r
    Reviews and analyzes position description forms to determine if reclassification is appropriate.� If deemed appropriate, provides guidance to supervisor and/or employee on next steps.� Assists supervisors with completing the reclass paperwork (MS-2024) and updates org chart for reclass requests.� Reviews MS-22 for accuracy and compares to job specification.� Presents reclass paperwork to HR Director or Deputy for approval.� If approved by MDH/DBM, processes in Workday.\r
    Tracks non-competitive promotion classifications (NCP) and alerts supervisor to prepare paperwork. If classification is due for NCP, evaluates NCP request to determine if action is appropriate.� If NCP is approved, processes transaction in Workday.\r
    Reviews Vacancy Downgrade within Same Series list to determine if applicable to vacant position.� If applicable, processes downgrade in Workday.\r
    Applies salary guidelines pertaining to various classification or salary actions.� Drafts justification for salary exceptions and presents to HR Director for approval.� Reviews acting capacity requests and drafts form for approval.� Processes in Workday if applicable.\r

    50% Recruitment and Selection:\r
    \r
    \r
    \r
    Works directly with hiring managers and Director and Deputy Director of Human Resources in obtaining qualified candidates for employment.� Creates job announcements in JobAps.� Reviews applications and ranks candidates, coordinates interviews with the hiring manager and candidates, checks references, completes hiring paperwork, assists hiring manager with selection, prepares packet for Director of Human Resources to establish hire date and salary.� Inputs recruitment in the SPS and JobAps systems within 4 days of receiving request from hiring manager.� Attends career fairs to promote public health careers.� Sends career fair survey to HCHD attendees, reviews data and makes recommendations regarding future career fair locations. Interprets policies, procedures, and laws for hiring managers and staff related to recruiting.��\r
    Conducts new employee orientation. Develops and maintains orientation materials. Keeps materials updated and accurate. Open tickets for new hires' IT and central services needs for IT equipment, access keycard, etc. Ensures all new hire paperwork is completed in a timely manner. Creates new hire files.�\r
    Sends onboarding survey to new employees at prescribed time frames.� Reviews survey data and makes recommendations for changes to orientation based on data.\r
    Creates, tracks, and follows up on new hire 6-month performance reviews.\r
    Manages internship program lifecycle, including posting positions, reviewing hiring paperwork, and overseeing onboarding and offboarding processes for interns.\r

    15% Employment:\r
    \r
    \r
    \r
    Initiates and tracks HR transactions in Workday such as FTE changes, terminations, reclassification requests and other HR transactions.\r
    Schedules and conducts exit interviews. Provides guidance to exiting employees regarding health benefits, accrued leave balances, and retirement account options while interpreting and applying relevant HR laws, regulations, policies, and procedures.\r

    10% Health Benefits & Recruitment:\r
    \r
    \r
    \r
    Acts as Benefits Coordinator.� Provides guidance to new employees on how to enroll in benefits in Workday.� Assists current employees with benefits changes throughout the year and coordinates the annual Open Enrollment campaign.� Ensures that required documentation is included in Workday prior to the deadline.� Back up duties if needed: Runs weekly reports in Workday to ensure all outstanding benefits items are addressed by the employee in a timely manner.\r
    Acts as Retirement Coordinator.� Provides guidance to new, current and previous employees regarding the State's retirement plan and options.� Interprets retirement policies and procedures and provides guidance to employees to assure compliance with regulations.� Reviews and assists with retirement paperwork for submission to the State Retirement Agency.\r

    3% Back Up Duties:\r
    \r

    \r
    Reviews requests for counseling/coaching and/or discipline and recommends appropriate resolution to the supervisor/manager.� Provides recommendations and guidance regarding standards of conduct and the performance evaluation process.\r
    Processes and completes supervisory organization changes.\r

    \r
    2% Other Duties as Assigned:\r
    \r

    \r
    Special projects as assigned by the HR Director, Deputy Director, Bureau Director of Administrative Services, Deputy Health Officer, or Health Officer.\r
    Participates in staffing clinics on as needed basis such as flu or COVID-19 vaccination clinics.� Participates in emergency preparedness drills and incidents as necessary.\r

    MINIMUM QUALIFICATIONS

    HR Specialist Trainee:\r
    Experience: Four years of professional HR management work experience in the areas of recruitment, classification, salary administration, employee relations, test development and validation or as a generalist.\r

    1. Candidates may substitute paraprofessional personnel work experience on a year-for-year basis for up to four years of the required experience. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions.� Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and policies, preparing personnel-related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment actions.\r
    2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.\r
    3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classification or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the� required experience.\r

    DESIRED OR PREFERRED QUALIFICATIONS

    - Experience with Workday, JobAps, and/or other HRIS Systems�\r
    - Experience with conducting or assisting with recruitment (including tasks such as reviewing applications, scheduling interviews, conducting orientation, etc.)\r
    - Experience with effectively managing time and resources to prioritize tasks, streamline processes, maximize productivity while maintaining quality of standards�\r
    - Experience with using Microsoft Office Products (Word, Excel, PowerPoint, Outlook....)�\r
    - Experience and familiarity with OneDrive, Skype for Business, Microsoft Teams and WebEx�\r
    - Excellent oral and written skills�\r
    - Excellent interpersonal skills to relate to a wide variety of staff, employees and members of the public�\r

    LICENSES, REGISTRATIONS AND CERTIFICATIONS

    1.�Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Maryland Department of Budget and Management within six months from the time of appointment to the position.� Employees are also required to obtain recertification every six months thereafter.\r
    2.�Employees in this classification may be assigned duties which require the operation of a motor vehicle.� Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r
