The Personnel Commission is a public body independent of the school board that is responsible for the administration of a merit system for the selection, retention, and promotion of classified (non-teaching) employees in a public school system.

Its fundamental purpose is to ensure that employees are selected, promoted, and retained based on merit and fitness without favoritism or prejudice.


Principles of the Merit System include:

  • Hire and promote employees on the basis of ability, with open competition in initial appointment.
  • Remove appointments to positions from the political arena or personal favoritism.
  • Ensure that employees doing like work are classified alike and receive like pay.
  • Provide for fair, impartial rules and consistency of administration of the rules.
  • Assure fair treatment of applicants and employees in all aspects of personnel administration without regard to political affiliation, gender, age, or religious creed, and with proper regard for their privacy and constitutional rights as citizens.

Examples of Duties:


The Commission is comprised of three members appointed for three-year terms, with the term of one member expiring each year.

The three commissioners are appointed by the State Superintendent of Public Instruction upon the recommendation of the Hayward Unified School District Board of Education.

Regular meetings are held at 5:30 PM on the third Thursday of the month in the Hayward Unified School District Office Board Room.


The Commission has jurisdiction over and responsibility for the following activities:

  • Oversee a personnel management program based on merit principles that ensure the selection and promotion of employees is based solely on qualifications through competitive examination.
  • Establishes and maintains a position classification plan, which includes reviewing job descriptions, setting minimum qualifications, and allocating classifications to salary ranges using standards that provide equal pay for equal work.
  • Conduct appeal hearings on matters involving employee disciplinary action, employment examinations, and personnel policies and procedures.
  • Appointment of the Personnel Administrator and Commission Staff.
  • Development and adoption of an annual budget.

Minimum Qualifications:


In order to qualify for an appointment, a person must be:

  • A registered voter
  • A resident of the Castro Valley Unified School District
  • Familiar with the merit system and support the concept of employment selection, retention, and promotion of individuals on the basis of merit and fitness
  • Please note, you must not be a current employee of the District to be considered.

  • Qualified applicants will be invited for an interview in July 202
  • The new commissioners will begin their terms in September 202
  • Commissioners receive compensation of $50 per meeting
  • New commissioner training will be provided
