Introduction:


THE CITY OF OCEANSIDE IS AN EQUAL OPPORTUNITY EMPLOYER

Examples of Duties:


  • Process biweekly payroll; payroll calendars, employee records changes such as miscellaneous and voluntary deductions, Federal and State tax information, garnishments and deferred compensation; reviews employee time entry; ensures conformance with appropriate bargaining unit agreements and contracts, administrative policies and regulations; calculates and prepares salaried, variable, and special compensation for employees; edits payroll data, corrects errors and balance payroll registers; prepares and transmits direct deposit file, prints and distributes payroll checks and other payroll related payments; prepares and submits employee and employer taxes and quarterly returns as required by State and Federal law; prepares earnings submission to CalPERS for retirement benefit calculation; prepares annual W2's; updates payroll and processes payroll journal entries; completes verification of employment requests; responds to questions and concerns requiring interpretation of complex FLSA and State laws, rules and regulations governing city government payrolls; provides payroll related technical information and assistance to City departments; performs routine technical accounting duties; performs financial record keeping and reporting; establishes and maintains cooperative working relationships with internal and external customers and performs related duties and responsibilities as required.

Minimum Qualifications:


Knowledge of:


  • State and Federal laws for payroll including deductions;
  • City policies, practices and procedures;
  • General accounting practices and procedures, including accrual accounting;
  • Garnishment and employment verification practices and procedures;
  • Records management and file maintenance procedures;
  • Microsoft Office Suite which includes advanced excel knowledge;
  • Methods of giving direction and guidance; and
  • Automated and dataset accounting system practices.

Ability to:


  • Type at a speed necessary for successful job performance;
  • Respond to requests and inquiries from the general public;
  • Learn to prepare clear and concise reports;
  • Maintain clerical records;
  • Learn to interpret and explain departmental policies;
  • Communicate clearly and concisely, both orally and in writing;
  • Establish and maintain effective working relationships with those contacted in the course of work;
  • Maintain mental capacity which allows for effective interaction and communication with others; and
  • Maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties.

Experience and Training

Experience:
Recent experience in accounting or a related field, which involved maintaining automated financial and statistical records.


Training:

Equivalent to the completion of the twelfth grade and some college level course work in basic accounting, bookkeeping or finance.

Office environment.


Physical Conditions:
Essential and marginal functions may require maintaining physical condition necessary for sitting for prolonged periods of time.
