The Division of Administration/Office of Facility Planning and Control has a vacancy.

This vacancy will be filled by new hire or by promotion of a current permanent status classified employee.

This vacancy participates in a career progression group and may be filled from this recruitment as a State Fiscal Analyst 1 (AS-614) or State Fiscal Analyst 2 (AS-616) depending on the level of experience of the selected applicant.

The maximum salary for the State Fiscal Analyst 2 is $

85,883

MINIMUM QUALIFICATIONS:
A baccalaureate degree with twenty-four semester hours in accounting.

SUBSTITUTIONS:
A certified public accountant (CPA) certificate will substitute for the baccalaureate degree with twenty-four semester hours in accounting.

SUBSTITUTIONS FOR DEGREES ONLY:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree.

Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

Any college hours or degree must be from an accredited college or university.

To perform fiscal analysis for Capital Outlay Fiscal projects monitoring the receipt, disbursement, and safety of public funds in accordance with legal mandates.

Supervision Received:
Direct from State Fiscal Analyst Supervisor or a higher-level administrator.

Supervision Exercised:
None.

Location of Work:
Division of Administration, Office of Facility Planning and Control.

Job Distinctions:
Differs from State Fiscal Analyst 2 by the absence of experienced level duties.
EXAMPLES BELOW ARE A BRIEF SAMPLE OF COMMON DUTIES ASSOCIATED WITH THIS JOB TITLE. NOT ALL POSSIBLE TASKS ARE INCLUDED.

Serves as fiscal analyst performing professional level accounting duties for capital outlay projects appropriated yearly through House Bill 2 or any supplemental appropriations.

Responsible for the Capital Outlay funds drawn, received and disbursed in accordance with the Capital Outlay appropriations for the institutions and facilities for which the position is directly responsible.

Provides data to the State Capital Outlay Fiscal Officer to assist him in the review of equipment lists submitted by various institutions and facilities.

Responsible for processing miscellaneous capital outlay pay requests.

Responsible for managing Facility Planning and Control operating budget.

Responsible for maintaining the State's common vendor file for Facility Planning and Control as related to capital outlay.

Develops and prepares various spreadsheets for capital outlay projects.
Assist with Capital Outlay closeout reports.

Participates in special fiscal management projects as assigned.
