JOB SUMMARY
Reporting to the Assistant Dean, of Planning and Finance, the Divisional Finance Director is the principal budget analyst responsible for a range of key business functions in the areas of financial and budgetary management, accounting control, fiscal planning, analysis, and reporting.
The Divisional Finance Director plays a significant role in guiding critical fiscal business functions that support the academic and research mission of the Division of Social Sciences.
The Divisional Finance Director oversees one financial analyst and is tasked with the core functions of resource planning and analysis and budgetary oversight and administration of divisional funds, including state general funds, opportunity funds, gift and endowment income, and course fee and recharge funds.
The Divisional Finance Director interacts closely with the departments and programs within the division, as well as a diverse group of personnel within the Dean's Office.

Budgeted Salary:
$111,150 - $131,000 / Annually.
Salary commensurate with skills, qualifications and experience.

JOB DUTIES
35% - Financial Reporting
Develop methods, formats, and procedures for fiscal reporting. Direct the compilation of data and provide reports required for academic and budgetary planning. Respond to and prioritize requests for new reports as needed.
Work closely with the Assistant Dean to identify reporting needs, gather data, and design and maintain reports needed.
Provide a routine portfolio of management-level reports.
30% - Fiscal Management and Control
Ensure an effective system of internal controls, including adequately trained staff, effective business practices, and appropriate separation of duties.
Maintain divisional chart of accounts and org hierarchy. Provide financial policy advice to the Dean, Assistant Deans, and Department Managers.
Maintain in-depth, current operational knowledge of financial practices, procedures, and policy. Draft new divisional financial policies as needed and communicate pertinent financial information and guidance to appropriate groups.
Analyze, problem-solve, and resolve operational issues.
Serve as signature authority for standard-level event/entertainment approval and exceptions to policy (non-entertainment) and on all financial and purchasing transactions.
Review, prepare, and approve transfers of funds and other budgetary adjustments for the Division.Provide advice on methodologies to optimize the use of resources.
Manage the fiscal closing process for all Divisional, Departmental, and unit budgets.
Manage annual process for proposal and submission of recharge rate, course fee, and miscellaneous fee requests.
Serve as primary financial liaison for division and central offices for inquiries regarding policies and procedures.
Represent the division on various campus committees.
25% - Resource Planning and Analysis
Perform continuous budget review and analysis. Provide budget projections and recommendations to respond to a wide range of priorities and issues. Make recommendations on the usage of funds, restrictions on funding, and issues surrounding funding augmentations.
Prepare and oversee the preparation of analyses of complex financial issues for use by the Dean and/or Assistant Dean to facilitate division-wide decision-making and financial planning in support of a long-range academic plan.
Collaborate with the Dean's Office Academic Program Analyst to create and/or maintain various reports providing information necessary for planning and decision-making by the Dean.
Provide detailed budget charts, tables, and spreadsheets, as needed, in support of a variety of budgetary analyses and special projects.
Provide ad hoc financial analysis for the Dean's Office and department managers as needed.Advise on effective business practices. Participate with senior officers and unit managers in business process redesign projects. Provide systems analysis and development support for division administrative data management.
10% - Supervision
Provide training, performance management, and professional development.
Conduct regular unit staff meetings and participate in general Business Office/Dean's Office staff meetings.
Analyze unit practices and procedures and implement changes to increase team efficiency.
REQUIRED QUALIFICATIONS
Bachelor's degree in related area and / or equivalent experience and / or training.
Extensive knowledge of finance policies, practices and systems, budgeting and reporting techniques, accounting and bookkeeping.
Substantial experience in analysis and interpretation of financial and business policies, practices, and procedures, including demonstrated experience in cost analysis and audit procedures and accurately administering large budgets with multiple fund sources.
Ability to prepare and present financial materials to internal and external constituents.Advanced experience in the use of campus financial systems (or similar business related transactional systems) and database query tools (such as Business Objects).
Demonstrated proficiency in accessing, organizing, and translating information from large and complex databases.Demonstrated ability to effectively communicate both verbally and in writing.
Advanced skills in the use of spreadsheet and database software.
Demonstrated interpersonal skills and ability to work effectively across the organization at all levels.
Ability to discern priorities, stay on task, and work with both exacting budgetary details and broad financial implications.
Excellent customer-service and interpersonal skills with the ability to interact effectively with diverse groups of people and to work well both independently and collaboratively on multiple projects.
Ability to exercise flexibility, initiative, sound judgment and discretion in handling confidential information.PREFERRED QUALIFICATIONS
Thorough knowledge and understanding of internal control practices and their impact on protecting University resources.
Advanced knowledge of higher education planning, budgeting and fund accounting principles, financial policies and detailed knowledge of corresponding UC and campus procedures.
Knowledge of University Information Systems (PPS, FMW, INFOVIEW, BUSINESS OBJECTS, CRUZBUY) as well as extensive knowledge and experience of standard Financial Management and Database reporting tools.
SPECIAL CONDITIONS OF EMPLOYMENT
