Minimum Qualifications

Health Program Administrator Trainee 1:
A bachelor's degree or higher.

Health Program Administrator Trainee 2:

A bachelor's degree and one year of experience in the administration, supervision and oversight of agency programs including the design, implementation, administration, management, operation, and assessment of program effectiveness.

A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Health Program Administrator:

A bachelor's degree and two years of experience in the administration, supervision and oversight of agency programs including the design, implementation, administration, management, operation, and assessment of program effectiveness.

A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.


Duties Description


The incumbent will be responsible for developing, preparing, reviewing, implementing, and tracking grant contracts for the Office of Health Insurance Programs.

Specifically, the incumbent will develop and prepare competitive and non-competitive grant contract documents, including Request for Applications (RFAs) and single source contracting requests within New York State's Statewide Financial System (SFS).

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
