Minimum Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).


Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 70.1 of the Civil Service Law.


At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State.

While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

If verifiable, we will accept and prorate appropriate part-time and volunteer experience.


Duties Description

Duties include, but are not limited to:

  • Assists in monitoring agency expenditures and reviewing documentation to ensure all NYS Procurement Guidelines are being followed.
  • Performs various budget/finance activities including but not limited to, running spending reports, compiling statistical data, processing payments and tracking multiple funding sources.
  • Processes requisitions and reviews documentation submitted by regional staff to confirm appropriate quotes, insurance, and prevailing wages are included.
  • Reviews budget data prepared by agency staff for completeness and responsiveness to budgetary needs and projections.
  • Provides training on the best practices in NYS procurement guidelines and navigates the Statewide Financial System (SFS).
  • Reconciles procurement transactions and audits purchases made by regional staff.
  • Audits utility invoices, and tracks payments and energy usage into Agency database.
  • Processes reimbursements for employees travel expenses; CDL's, and pesticide applicator licenses.
  • Supervises purchasing support staff.
  • Works closely with other state agencies to correct billing issues, update coding errors and ensure prompt payment.
