INTRODUCTION
This position is located in the Department on Disability Services, Rehabilitation Services Administration, Vocational Rehabilitation Services Division/Transition.

The position is responsible for overseeing intake and outreach services for the administration and for overseeing the provision of pre-employment transition services for students with disabilities and transition services for youth with disabilities.


MAJOR DUTIES

  • Provides executive management and authority to ensure that subordinate supervisors have the support and resources they need to do their jobs effectively and efficiently. Provides the Deputy Director, Director of the agency and other high level District officials with authoritative information needed for planning, the development of statements required for presentation at hearings, or for media releases or other public information purposes.
  • Prepares, revises, updates and/or amends plans and procedures, as necessary and interprets policies, guidelines, and regulations to the staff. Assumes leadership in the development of procedures to advance and promote goals of the Administration, including the preparation of program monitoring reports, drafting policy and guideline documents, preparing background information documents, drafting legislative proposals and other documents that promote selfsufficiency and employment.
  • Directs the activities of the agency regarding all intake and outreach services. Ensures the implementation of a system for outreach based on community needs identified in the Comprehensive Statewide Needs Assessment.
  • Directs the activities of the organization in regard to preemployment transition services for students with disabilities and transition services to youth. Ensures the representation of the agency with public and private agencies on matters that impact transition activities. Reviews and advises on legislation, Federal initiatives, and policies that impact services to youth with disabilities. These initiatives include but are not limited to the Workforce Innovation and Opportunity Act, the Individuals with Disabilities Education Act, The Youth Rehabilitation Act, Assistive Technology Act, Youth Opportunities Act, Youth Opportunities Initiatives, School to Careers Initiative, No Child Left Behind Act, and the Healthy and Ready to Work Act. Ensures the provision of information to the State Plan for the statement of transition services and the implementation of activities and strategies to accomplish these goals and objectives.
  • Establishes cooperative relationships with officials in both private and public organizations that work with students and youth with disabilities. Works with these organizations to determine the effectiveness of processes, programs and services related to the delivery of transition services within the agency program. Makes presentations to community groups; participates actively in community planning for transition services to youth; interprets the vocational rehabilitation process; and determines resources available.
  • Performs other related duties as assigned.

QUALIFICATIONS
Applicant must have one (1) year of specialized experience at the next lower grade-level.

Experience that equipped the applicant with the particular knowledge, skills, and abilities and that is typically in or related to administering a Vocational Rehabilitation program.


Example:

VR program planning and evaluation principles; and management strategies related to the provision of pre-employment transition services for students with disabilities and transition services for youth with disabilities.


EDUCATION
Master's Degree - Master's Degree in Rehabilitation Counseling, Vocational Evaluation, Vocational Rehabilitation, Special Education or other related field.


WORK EXPERIENCE/KNOWLEDGE REQUIRED


Mastery skills in the use of vocational rehabilitation counseling techniques and strategies; technical aspects of rehabilitation program service delivery, including the evaluation of aptitudes, skills, interests, and educational background for clients with the most significant disabilities.


Ability to exercise sound judgment and initiative; ability to establish and maintain effective working relationships with clients, employers and other professionals.
