Main Purpose of Job:

The Policy Specialist leads, coordinates, and participates in various initiatives of the Council to develop, improve, or expand services, programs, policies, regulations, statute, funding, and practices that further the Council's mission to create change to make it possible for people with developmental disabilities to live the lives they want with the support they need.

In collaboration with various partners, the Policy Specialist has responsibility for achieving outcomes in multiple assigned policy and advocacy priority areas as established under the Council's 5-year State Plan.

The Policy Specialist focuses on early intervention, education (kindergarten through college), child care, and family support.


POSITION DUTIES:


  • Leads, coordinates, and participates in various initiatives and activities of the Council related to assigned areas of responsibility established in the Council's State Plan.
  • Advocates for lasting improvements in policies, practices, services, programs, laws, and regulations that affect children and young adults with developmental disabilities and their families.
  • Stays abreast of current and emerging issues related to assigned areas of responsibility.
  • Represents the Council on committees, coalitions, and commissions to further the Council's mission and impact public policy and program issues.
  • Conducts outreach and establishes partnerships with diverse communities to further the Council's mission and impact issues affecting those communities.
  • Assists Executive Director with legislative work related to areas of responsibility. This may include analyzing legislation and departmental budgets and providing recommendations, and providing written and oral testimony, as well as assisting others to do so.
  • Staffs the Council's Children and Family Work Team. Helps the Work Team monitor grants related to areas of responsibility.
  • Works on special projects and initiatives to achieve the Council's State Plan goals and objectives.
  • Assists with the development of the Council's State Plan and Annual Performance Report.
  • Contributes to Council publications.

MINIMUM QUALIFICATIONS:


Education:
A Bachelor's degree from an accredited college or university.


Experience:
Five years of experience in professional work. Three (3) years of this experience must have involved leading advocacy efforts or leading projects that impact people's lives.


Notes:


  • Additional experience in professional work in the field of disabilities or related field or in public policy in any field may be substituted on a year-for-year basis for the required education.
  • Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

DESIRED OR PREFERRED QUALIFICATIONS:

Experience working in public policy to create change to statewide policies, programs, services, or laws in any field.

Experience working with a small team.

Knowledge of formal and informal supports for children and young adults with developmental disabilities, and their families.
