***: Plans, develops, and administers all policies/procedures and activities of the Berks County Youth Center. Ensures a safe and secure environment for all residents in our care. Administers all Department of Public Welfare standards pertaining to the care, custody, and control of youths in the program. Ensures a safe working environment for all levels of staffing within the Youth Center through annual training and continuous reinforcement of all policies. Responsible for the administrative oversight of Facilities, Training, and Program management.


POSITION RESPONSIBILITIES:

Essential Functions_

The duties and responsibilities of this position include, but are not necessarily limited to:

  • Supervision of all Line Supervisors, Contracted Services, Fiscal and Food Service Managers, Caseworkers, Food Service Workers, and Counselors.
  • Planning and Programming along with interaction with all Residents.
  • Assist in ensuring compliance to Collective Bargaining Agreement and all County Policies and Procedures by reviewing in house personnel actions and conducting investigations as necessary.
  • Plan, direct and evaluate subordinates in related management operations by reviewing all contracts, policies, procedures, and regulations compliance.
  • Prepare reports and statistical revises as directed by the Executive Director.
  • Assist with staff training and development of the training program.
  • Responsible for staff scheduling and overtime
  • Utilize computers and responsible for data information retrieval
  • Complete employee performance appraisals and issue disciplinary action
  • Manage inventory control and ordering
  • Establish and enforce policy and procedure
  • Review and evaluate practices of independent consultants
  • Capable of performing all functions and duties of subordinates

MINIMUM EDUCATION AND EXPERIENCE:


  • A Bachelor's Degree from an accredited university or college in Business Administration, Public Administration, Criminal Justice, or related field.
  • Four (4) years of experience working in a juvenile facility.
  • Four (4) years of administrative management experience in criminal justice, public administration, juvenile justice, or human services is preferred.
  • Professional experience working with youth is preferred.
  • Any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.

MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:


  • Working knowledge of DPW regulations and guidelines for Berks County Youth Center
  • Working knowledge of County, State, and Federal procedures and mandates. As well as Federal and State Labor Laws.
  • Working knowledge and understanding of AFSCME Collective Bargaining Agreement
  • Ability to train employees on facility procedures
  • Ability to supervise the activities of all employees and residents.
  • Working knowledge of HIPAA regulations
  • Working knowledge of principles and practices of the Juvenile Justice System, Children and Youth Services, and human services agencies.
  • Working knowledge of programs trends pertaining to youth development in residential facilities.
  • Working knowledge of philosophy and objectives underlying shelter facilities.
  • Strong interpersonal skills.
  • Ability to prepare and analyze comprehensive and statistical reports.
  • Ability to establish and maintain effective working relationships with employees, county and other government officials, and outside agencies.
  • Working knowledge of Youth Center security, up to and including fire and evacuation procedures.
  • Knowledge of managerial principles, techniques and practices.
  • Ability to plan and organize the work of others; ability to delegate; ability to meet project/activity deadlines of self and others.
  • Ability to effectively manage difficult emergencies in a professional manner at all times.
  • Skill in effective, clear and persuasive oral or written communications with individuals and groups.
  • Complete and maintain all program training requirements.
  • Ability to maintain confidentiality and security of departmental information and files.
  • Ability to exercise discretion, judgement, and confidentiality.
  • Must be 21 years of age
  • Ability to counsel and discipline employees according to the disciplinary guidelines.
  • Ability to manage time while working on numerous projects and tasks.
  • Working knowledge of the social and cultural factors, which result in the institutionalization and the attitudes and group habits of children in residential placement.
  • Must pass a physical and drug screen.
  • Must complete and maintain the following: PA Child Abuse Clearance, PA State Police Record Check, Federal Criminal Background Check, PA Child Abuse and Report Abuse Training Certificate, Staff Health Statement.
  • Must have valid PA Driver's License and must maintain good driving record
  • Must successfully complete all annual training.
  • Ability to handle stress.
  • Physical presence in the facility is required.
