Position Title:
(Acquisition Consultant Level II) Subject Matter Expert 4
General Description:
The SME 4 provides expert advice and recommendations for programs, policy, and/or topics relevant to their area of expertise.
Major Duties:
- Attends meetings and provides input associated with their area of expertise.
- Participates in writing/formulating documents and evaluations/recommendations.
- SME 4 (Acquisition Consultant Level II) is required to support the planning and development of Department of State contracts.
- SME 4 is expected to perform all the duties of a Senior Acquisition Specialist (SAS) as well as provide expert knowledge and experience in writing acquisition documents with special emphasis on writing, executing, and administering performancebased contracts.
- SME 4 provides expert knowledge to program offices, including acquisition related documentation support (e.g., performance work statements, statement of objectives, quality assurance surveillance plans (QASP)), assistance in the development of various sections of a solicitation package; assistance in the writing of proposal preparation instructions and evaluation criteria, assistance in the development of the source selection evaluation plan; implementation of innovative acquisition strategies to improve DoS acquisition processes; and the performance of other acquisition related technical writing assistance functions as required.
- In addition, SME4 (Acquisition Consultant Level II) will provide the following services:
- Maintain existing acquisition guidelines and assist in the creation of new standard operating procedure guides.
- Review previously collected requirements data. The first activity in the Requirements Analysis includes a review of materials previously assembled for current programs, projects, and tasks.
- Develop an Analysis of Alternatives. The purpose of the Analysis of Alternatives is to determine the acquisition alternative that is most advantageous to DoS.
- Perform a Cost Benefit Analysis of each alternative. Discuss the various alternatives. Each contractual approach that is a viable alternative will be included as an alternative.
- Conduct the Market Research to determine if commercial items or nondevelopmental items or services meet the Government's needs or could be modified to meet the Government's needs.
- Adjust, finalize, and maintain the Government Independent Cost Estimate Document.
- Identify and assess contracting considerations. Using FAR Part 7, Acquisition Planning, as a guide, plus DoS acquisition documents, the team will work through the technical, business, management and other significant considerations that will control the acquisition to develop a strategy that is appropriate for this acquisition.
- Assist in the development Source Selection Plans (incl. technical and cost evaluation plans).
- Develop Performance Work Statement (PWS) and Quality Assurance and Surveillance Plan.
- Expertly utilizing DOS Systems to enter and retrieve data with the permission of the Government (systems such as GFMS, ARIBA, and ILMS).
Professional Qualifications/Skills:
- Two years as a Subject Matter Expert 3 or equivalent experience.
- Master of Arts or Science (MA/MS) degree in associated technical discipline.
- Must be a US citizen with a valid US passport and possess or obtain/maintain a minimum SECRET clearance and up to TOP SECRET with SCI;
- Master of Arts or Science (MA/MS) degree in associated technical discipline.
- Experience with managing profit/loss responsibility, toplevel organizational management experience.
