Position summary:

Manages community, environmental, and transportation analysis and planning services, sometimes in conjunction with the preparation of documentation under the National Environmental Policy Act of 1969 (NEPA) but also including development of community, regional, transportation, and natural resource plans and master plans of a wide variety.

Manages, directs, and oversees work of Planners, Environmental Scientists, or NEPA Specialists.


Essential functions and responsibilities

  • Oversees and manages the preparation of planning documents including Feasibility Studies, Transportation Plans, Impact Assessments, Scenario Modeling, Master Plans, Watershed Plans, etc., as well as NEPA documents and Technical Reports
  • Develops and implements planning processes to support project and/or client needs
  • Manages research and data collection efforts pertaining to land use, socioeconomic, transportation, natural and cultural resources, and other data relevant to the project
  • Oversees and manages the collection and analyzes of data to support the preparation of planning studies
  • Manages data management protocols and data management efforts
  • Develops and manages planning schedules and milestones
  • Manages and develops public involvement strategies and materials, and manages and leads stakeholder engagement activities
  • Leads the preparation of scopes of work, fee proposals, and responses to RFP's
  • Oversees the work of Planners, Environmental Scientists, and NEPA Specialists
  • Monitors schedules, budgets and manpower requirements
  • Hires, trains, develops, mentors, and conducts performance reviews for staff
  • Leads preparation of scopes of work, fee proposals, and responses to RFP's, including teaming arrangements and attending and presenting at project/contract interviews
  • Participates in and assists Section Heads with strategic planning and Business Development efforts, including leading initiatives

Nonessential functions and responsibilities

  • Produces graphic representations including illustrations, infographics, maps, 3D models, and other graphic visualizations
  • Supports and/or participates in field investigations and site reconnaissance efforts
  • Supports and contributes to permitting processes, field delineation reports, environmental inspection reports, and similar reports
  • Supports and sometimes leads preparation of natural environmental technical reports
  • Performs other related duties as assigned
Required Experience

  • Bachelor's degree in planning, environmental or natural science, geography, public policy, landscape architecture, engineering, economics, or a related field plus 5+ years of experience with essential functions and responsibilities as outlined above
  • Proficiency in GIS, Microsoft Office Word, Excel, and Powerpoint
  • Proficiency or familiarity with Adobe Creative Suite, ESRI products, SketchUp, AutoCADD and/or Microstation and other similar planning software
  • Experience with NEPA regulations and requirements including, at minimum, 40 CFR
  • Experience with economic growth solutions through coordination of data analysis & urban planning
  • Knowledge of public private project equity & lending, Master Development & legal structure needs a must
  • Understanding of Placemaking for maximizing building value and longterm ratable returns to the project's host cities via coordination of predevelopment services of planning, public economic incentives, building architecture, transportation & infrastructure analysis / solutions combined with environmental engineering required
  • Keen communication skills needed to ascertain & merge goals of leading institutions, Municipal Council & departments, business associations, along with federal, state and local economic development departments for the purposes of amalgamation of issues for creating the most favored multiphased urban development growth plans
  • Direction of media relations and leading all project progress presentations for public & private groups garnering community and legislative support

Preferred Experience

  • Master's degree in planning, environmental or natural science, geography, landscape architecture, engineering, public policy, law, or a related field
  • Professional certification or license such as American Institute of Certified Planners, Professional Transportation Planner, Professional Landscape Architect, Professional Engineer, Certified Environmental Professional, or Project Management Professional
  • Proficiency or familiarity with AutoCADD and/or Micros
