    WHAT YOU WILL DO:

    The Program Specialist VII performs highly advanced (senior-level) consultative services and technical assistance work.

    Work involves planning, developing, coordinating, and implementing major agency program(s) and providing consultative services and technical assistance to program staff, government agencies, community organizations, or the general public.

    May serve as a lead worker providing direction to others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

    YOU WILL BE TRUSTED TO:


    Plan, develop, coordinate, and implement projects and strategies that create new service models and partnerships to improve services and service delivery.

    Lead internal and external teams and workgroups to accomplish project objectives and activities.

    Review financial, operational and program performance based on data, reports, studies, statutes, rules and other guidance to identify progress, trends, issues, opportunities and compliance.

    May include developing procedures, methodologies, and processes in collaboration with VRD departments and other TWC divisions. Where appropriate, provide coaching and consultation to the VRD department that will retain ongoing responsibility after development.

    Serve as liaison and coordinator to VRD's federal oversight agency for monitoring and technical assistance activities.

    Lead VRD efforts to prepare for and participate in monitoring and TA activities, including coordinating and facilitating off-site and on-site monitoring activities conducted by the Rehabilitation Services Administration(RSA), compilation of required documentation, review and agency response on draft report and findings, development and implementation of corrective action plans, and self-assessments conducting during the off-cycle to continuously improve VR compliance and readiness using the RSA Monitoring and Technical Assistance Guide and related guidance and evaluation tools.

    Serve as lead for the Office of the Division Director for tracking, review and analysis of proposed state and federal legislation and rules affecting VRD programs.

    Prepare or facilitate preparation of briefing papers and documents as needed on key topics or reference material prior to each Legislative Session.

    Assist with training and technical assistance to VRD staff assigned to conduct bill analyses.

    YOU QUALIFY WITH:

    Graduation from an accredited four-year college or university plus three years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency.


    One year of full-time experience may be substituted for each year (30 semester hours) of education.

    Experience and education may be substituted for one another.

    YOU ARE A GREAT FIT WITH (Preferred Qualifications):

    Experience working in the public sector primarily in federal or state government.

    Skill in reviewing and analyzing proposed state and federal legislation and developing bill analysis, fiscal impact statements and cost estimates.

    Skill in analyzing and evaluating financial, operational and program performance based on data, reports, studies, statutes, rules, and other guidance to identify progress, trends, issues, opportunities, and compliance.


    Experience researching, writing, and presenting briefing papers, summaries, or other analyses, including recommendations.

    Knowledge and experience working with and leading diverse teams and stakeholders to facilitate collaborative decision-making.

    Skill in development and oversight of large projects and preparing regular briefings to executive management.
