Role Overview:


The client is seeking an Expert Business Analyst to contribute to multiple concurrent and upcoming projects, with a focus on key initiatives such as Enterprise Content Management and LowCode/NoCode Application Modernization and Data Analytics.


Responsibilities:


  • Collaborate closely with program staff, vendors, and stakeholders to define project requirements.
  • Elicit, analyze, communicate, and validate requirements to ensure clarity and alignment.
  • Analyze highlevel design recommendations and assess impacts on agency systems.
  • Work on complex software in a fastpaced, highvolume environment.
  • Utilize effective communication and facilitation skills to achieve stakeholder consensus.
  • Deliver oral and written communications to business owners, IT program team members, and management.
  • Log, analyze, test, and troubleshoot defects found in test and production environments.
  • Provide guidance in the development of test scenarios and internal software training documents.
  • Evaluate existing manual test cases and identify opportunities for automation.
  • Create manual and automated test plans, cases, and scripts.
  • Develop and document internal training materials related to business analysis and testing.
  • Serve as a point of contact to manage multiple stakeholder teams and vendors to ensure project alignment.
  • Prepare presentations and communications for executives or the board to keep projects aligned with strategic goals.
  • Conduct and lead presentations for executives or the board with clarity and confidence.
  • Perform quality control throughout project development to maintain expected standards.
  • Develop and document internal training materials related to PMO services.
  • Leverage agency software to assist in managing the project's Software Development Life Cycle (SDLC).

Qualifications:


  • Experience developing requirements, business process flows, fitgap analyses, or functional design solutions.
  • 84 months of experience analyzing complex business processes and creating/reviewing test plans.
  • 84 months of experience logging, analyzing, testing, and troubleshooting defects in test and production environments.
  • 84 months of experience providing written communications to various stakeholders, including business owners, IT program team members, and management.
  • Experience eliciting and writing highquality functional and technical requirements using projectspecific protocols (e.g., use cases, user stories, functional design documents, business design documents).
  • 84 months of experience reviewing and evaluating technical specifications for compliance with business objectives and requirements.
