Description
Duties:
- Determines the sources to be solicited, prepares applicable determinations and findings, conducts preproposal conferences, receives and evaluates proposals in conjunction with price/cost analysts.
- Formulates the contracting approach to be taken that will best satisfy the requirement.
- Monitors contractor performance in relation to the completion schedule.
- Terminates contracts for default or convenience and negotiates settlements.

- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification in the Acquisition Career Field Contracting within 36 months of entrance on duty.

To qualify for GS-07 based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job.
Specialized experience is defined as:
1) Assisting with the pre-award contracting process such as; developing solicitation packages and preparing justification and approvals; 2) Assisting in the review of contracting plans; and 3) Assisting with procuring supplies or services through advertising or negotiation methods. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05)
OR
One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
To qualify for GS-09 based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as; 1) Reviewing performance records of propose contractors to determine their ability; 2) Assisting with selecting appropriate contract types that supports mission requirements; 3) Preparing determinations and findings as required. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
- OR
- Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Copy of transcripts must be attached)
To qualify for GS-11 based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as; 1) Performing pre-award and post-award functions such as; price/cost analysis, contract negotiations, and administering for complex contracts; 2) Reviewing contracts for accuracy and conformity to policy and law; 3) Monitoring contractor performance to ensure they are in compliance with the completion schedule as required. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-09).

Ph.
D or equivalent doctoral degree or 3 full years of progressively higher, level, graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
In addition to meeting the experience, the following Basic education requirement must be met:
Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

Exemption:
You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
