JOB INFORMATION:

Non-exempt; full-time; 40 hours per week; Monday - Friday: 7:30 a.m. - 4:00 p.m.; full-benefits


This administrative position is assigned to the Sheriff's Office Personnel Services Section and is responsible for performing personnel services actions and assisting with general human resources duties for the department.

Supervision is received from the Personnel Supervisor.

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES:
  • Maintain and secure all personnel files, background investigations and departmental memos in accordance with the Frederick County Human Resources policy, the Sheriff's Office policy, OSHA and HIPPA requirements
  • Review, analyze, and submit HR actions for new hires, departmental transfers, promotions, new hires, and terminations
  • Compile, prepare and maintain manual and computerized files and reports; prepare and submit routine reports as needed
  • Compose and prepare professional correspondence, memos, forms, reports, presentations, and other written work for review and approval
  • Maintain data in I-Leads for Sheriff's Office personnel
  • Maintain employee data in Skills Manager
  • Monitor the schedule of employee evaluations; instruct and guide supervisors on dates/process as needed
  • Maintain and generate organizational charts
  • Process all required paperwork for new hires both electronically and manually
  • Serve as administrator of the Extended Sick Leave Program
  • Coordinate the daytoday administrative activities for the Personnel Services office
  • Prepare agendas, reference materials, reports and minutes for meetings led by Personnel Services
  • Coordinate appointments, meetings and other aspects of Personnel Services calendar
  • Compile and prepare data for reports
  • Prepare divisionwide correspondence which requires knowledge of division programs, personnel, procedures, functions and policies
  • Perform other duties as assigned

QUALIFICATIONS AND REQUIREMENTS:


The qualifications/requirements, knowledge/skills/abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.


  • High school diploma or the equivalency
  • Minimum 4 years work experience in an administrative position which includes duties in the areas of human resources
  • Minimum 1 year data entry work experience
  • Intermediate skills in MS Office Suite
  • Possession of a valid automobile operator's license
  • NOTE: A combination of related education and/or work experience may be considered towards the overall requirement of this position

KNOWLEDGE / SKILLS / ABILITIES:


  • Ability to maintain County Authorized Driver privileges
  • Working knowledge of human resources management theory and practices
  • Ability to provide oversight and direction to hiring managers, new employees, and volunteers as it relates to the recruitment and onboarding process
  • Strong analytical skills including the ability to accurately compile and analyze statistical information
  • Ability to effectively organize work, make independent decisions, determine priorities and complete assigned duties with mínimal supervision
  • Discretion and good judgment in dealing with sensi
