ROLE

We need an experienced Land Acquisition Specialist to support the Western Area Power Administration (WAPA) Desert Southwest Region (DSW) Department of Energy (DOE).

This is a full-time opportunity in which we'll provide competitive pay, comprehensive benefits, and job stability and security.


RESPONSIBILITIES

  • Research existing WAPA and underlying land rights, easements, and land ownership within the project footprint
  • Compile landowner lists and maps necessary for setting up mail merges for various notification letters and right of entry
  • Investigate Federal, County, State, and local records online or inperson
  • Obtain records information from the appropriate municipal building (i.e., title, landowner, or land right)
  • Assist in requesting and reviewing all Title evidence and/or Title Commitments
  • Address title issues related to the project
  • Prepare real property documents such as licenses, permits, and leases
  • Develop the Construction, Operation, and Maintenance (CO&M) plan for facilities on Federal Agency lands
  • Draft and present rightofentry requests to landowners
  • Present contract offers to landowners or relevant parties for the acquisition of land and associated rights
  • Provide recommendations to WAPA management on the acquisition process and any conflicts encountered
  • Help prepare and use real property surveys and appraisals
  • Assist in investigating and documenting s, (i.e., dangerous tree issues and damage claims)
  • Maintain official land records, plat books, transfer documents, and realty records (i.e., landowner contacts)
  • Coordinate meetings, prepare agendas, and take meeting notes for WAPA staff and other stakeholders (i.e., landowners)
  • Estimate labor hours needed for land activities and propose adjustments to support the project
  • Analyze and assess challenges or issues related to land acquisition
  • Offer recommendations to the Federal project coordinator for addressing land acquisition challenges
  • Advise WAPA management on land activities consistent with legal authorities, policies, and strategies

KNOWLEDGE & SKILLS

  • Extensive knowledge of land acquisition, land management, methods, procedures, and policies
  • Knowledge in Fed. Gov. (i.e., Uniform Relocation Assistance, Real Property Acquisition Policies Act of 1970) preferred
  • Knowledge of WAPA's construction, maintenance policies, strategies, and legal authorities preferred
  • Experience in Geographic information systems preferred
  • Experience in Land Right Data systems (Federal, State, County, and Local Land) preferred
  • Experience with broadbased project management processes
  • Experience in federal laws, rules, and regulations (i.e., Bureau of Land Management and the US Forest Service)
  • Proficient in Microsoft Tools (Teams, Word, PowerPoint, Excel)

BACKGROUND

  • Expert in real estate terminology, principles, procedures, concepts, practices
  • Experience in various types of land and land rights conveyance documents, instruments, terms, and related matters
  • Proficient in realty transactions (i.e., permits, easements, fee interests on linear facilities)
  • Detailedoriented and highly organized
  • Excellent written and oral communication skills

EDUCATION

  • Bachelor's Degree preferred

  • Available upon approval

CLEARANCE

  • U.S. citizenship required since this role supports the U.S. federal government

  • 8 hours per day
